Miru submits replacement NFCC for Eleksyon 2025

South Korean firm Miru Systems Inc. on Friday said it has submitted a new Net Financial Contracting Capacity (NFCC) to the Commission on Elections (Comelec) following the withdrawal of its local financier from their joint venture (JV) for the 2025 May polls.

Miru said Integrated Computer Systems (ICS) — one of their local partners for the JV – supplied the NFCC. The other Filipino firm in the partnership is Centerpoint Solutions Technologies, Inc. (CSTI). 

"ICS previously did not submit their NFCC due to several ongoing projects. As these projects have been completed, they are now qualified to provide the NFCC,"  said Miru in a statement.

The NFCC is a compliance document needed as part of the procurement process, according to the Comelec.

Miru said the submission of the NFCC assures the Comelec the remaining partners in the JV are "capable of complying and completing the terms of agreement" for next year's elections despite the exit of St. Timothy Construction Corporation (STCC).

"While STCC helped to provide such documentation, they did not provide the actual financial backing, nor did they provide any inputs to the electoral systems or machines," said Miru.

"Even with STCC’s withdrawal, the JV remains to be 60% Filipino-owned, with the remaining partners keeping the previous shares of STCC," it added.

Last week, Comelec Chairperson George Garcia announced the withdrawal of STCC from the partnership amid information that some of its owners expressed intent to run in the national and local elections (NLE).

The Comelec en banc later approved its exit. 

Miru added: "As a systems integrator conducting high-level partnerships with leading global technology brands, ICS is fully able to comply with these needs, and has been working closely with the JV to ensure the timely delivery of election peripherals and essential training for the NLE contract".

Garcia earlier said STCC's withdrawal has no effect on the 2025 NLE as Miru already complied with most of its obligations under the P17.99 billion contract. 

As of October 11, the Comelec received 63,480 of the 110,000 automated counting machines (ACMs) for 2025 NLE. Earlier, South Korean firm Miru Systems Inc. said it targets to finish the delivery of the 110,000 ACMs by November. —LDF, GMA Integrated News
