Alice Guo confronted with video tagging her as China spy

A documentary in which a Chinese interviewee indicated that Guo Hua Ping was a spy was played before the House QuadComm inquiry, prompting dismissed Bamban, Tarlac Mayor Alice Guo upon questioning to vehemently deny that she was one.

Davao Oriental Rep. Cheeno Miguel Almario had the committee play the Al Jazeera interview with She Zhijiang, said to be a detained Chinese spy who is fearing for his life if he was returned to China.

"Guo Huaping, China cannot be trusted. The two of us dedicated our lives to China's Ministry of State Security. Look at what happened to me," She said.

"If you don't want to be eliminated, tell the world the truth," he added.

Citing the documentary, Almario said Guo lied when she said that she was a Filipino who was born to a Filipino mother and grew up in the Philippines.

The video showed that Guo's mother was a Chinese, Lin Wenyi, and that she was born in Fujian.

Almario again asked Guo if she knew She.

"Hindi ko po siya kilala. At sana po your honor, Mr. Chair, makuha ko rin po yung details. Gusto ko pong magdemanda," a visibily upset Guo said.

"Hindi natin siya madedemanda Ms. Alice because he is now jailed in Thailand," Almario said.

Almario said She's narrative "lined up" because the latter mentioned Guo asking him for campaign funds when she ran for mayor. Guo won the mayoral elections in Bamban, Tarlac in 2022.

Guo said it was unfair because she didn't ask for campaign funds "entirely" when she ran in local elections.

'Not a spy'

"The video said you are probably a spy," said Surigao del Norte Rep. Robert Ace Barbers.

"Hindi po ako spy. Mahal ko po ang Pilipinas," Guo said emphatically.

The documentary showed jailed tycoon She’s explosive allegations about Chinese spies and an international conspiracy.

He has been linked to scam sites involved in human trafficking and forced labor. In the interview from behind bars, he revealed that he was a Chinese spy and one of those secrets involved Guo.

She said he used his handler’s mobile phone to contact Guo Hua Ping, or Alice, in the Philippines. Guo allegedly asked him to fund her political campaign. 

The team also showed the registered address in Guo’s dossier, which is in Fujian Province in China. 

A local office of the Chinese Communist Party was seen in the address and the nearby village, residents allegedly showed photographs of Guo, who is recognized as a daughter of Lin Wen Yi. 

They said Guo was born in the province and moved away towards the end of 2002. 

'Scary'

PBA party-list Rep. Margarita Nograles said the documentary appeared to align with the documents the committee had on the identity and citizenship of the dismissed mayor.

“The documents that we have seem to be align with the video that came out... Apparently, there is that connection. Which is scary,” Nograles said.

Nograles said the businesses She put up were similar to those Guo put up in Bamban.

She Chinese spies seemed to have a step-by-step procedure which involved the following:

  • Choose a country 
  • Choose an area to build the ‘industrial complex’ 
  • Find foreigners to fund the capital to build the company 
  • Take the hearts of the residents and turn them into dummies
  • Find a powerful person with money and influence in the government.Incorporate companies that seem legitimate
  • Create corporate layering
  • Conduct the illegal activities 

"Nakakalunggot an pinayagan silang pumasok sa Pilipinas, dahil bawal sa kanila ang gambling," Nograles said.

"Nakakatakot dahil hindi ito one-sided. Lahat ng mga steps na ito mangayayari lang at pupunta sa next step kung pinayagan to ng gobyerno. There are steps and there are processes," she added.
