Nograles: CSC modernization program aims to improve HR system in gov't


The National Economic and Development Authority Board’s approval of the civil service modernization project aims to improve the human resource management systems in government, Civil Service Commission Chairperson Karlo Nograles said.

“Well, basically, it’s really to modernize the HR management systems of the entire bureaucracy. Different offices in government have their different HR management systems, some of them are kind of archaic… you would want to call it that way; some of them have become more advanced,” Nograles said during an episode of Malacañang Insider on Wednesday.

“But, we in the Civil Service, one of the things that we do is we kind of test and assess the maturity level of HR management systems in different agencies of government—and our maturity levels across the board are not on par with global international standards,” he added.

Nograles said HR systems that are more mature and more updated could help ''put the proper people in government.''

''Ultimately, it’s the public who will benefit from better public service by putting in more civil servants and filling up so many vacancies in government right now,'' he said.

Earlier, NEDA Secretary Arsenio Balisacan said the P3.8-billion Philippine Civil Service Modernization Project under the CSC would be a vital initiative for the development of human resource management processes in the public sector.

The project will be implemented from 2025 to 2029, according to the NEDA chief. — VBL, GMA Integrated News
