Hontiveros: Is Shiela Guo another case of stolen identity?


"Is this another case of stolen identity?"

Senator Risa Hontiveros posed this question after Shiela Guo admitted at a Senate hearing on Tuesday that she was born in China and dismissed Bamban, Tarlac mayor Alice Guo is not her biological sister.

Hontiveros' remark also comes after the National Bureau of Investigation (NBI) said fingerprint analysis showed that Shiela and Chinese citizen Zhang Mier were indeed the same person.

In an interview on Unang Balita, Hontiveros recalled presenting the NBI records of Shiela during the Senate hearing, which showed a photo of a different person.

"Kaparehong birthday sa Shiela Guo na kaharap namin kahapon sa hearing pero ibang tao ang nasa photo. So parang du'n kay Alice Guo din... So stolen identity na naman ba ito?" Hontiveros said.

(Sheila Guo had the same birthday as the one we faced yesterday at the hearing, but it was a different person in the photo. So, it's like what happened with Alice Guo. So, is this another case of stolen identity?)

"Maling impormasyon, magkakaibang photo kaya lang magkakaparehong petsa ng pag-apply, pag-ayos ng kanilang delayed birth registration at parehang Nov. 3, 2005 inayos 'yang NBI record nu'ng dalawa at Nov. 4 kinabukasan ang delayed birth registration," she noted.

(False information, different photos. They have the same application dates for their delayed birth registration. Coincidentally, Nov. 3, 2005 was when the two of them had their NBI records applied and the next day, Nov. 4, was when they had their delayed birth registration.)

Further, Hontiveros noted that the NBI records of Shiela and Alice have the same address in Project 8, Quezon City.

Mystery

For Hontiveros, the "mystery" behind the records of the two Alice Guos and two Shiela Guos was "alarming."

In June, Hontiveros bared Alice's NBI record which showed a picture of another woman with a name of Alice Leal Guo.

The NBI document showed that the two Alice Leal Guos have the same birthday, July 12, 1986, and that their names have the same spelling.

According to Hontiveros, the two Guos also declared Tarlac as their place of birth. 

"Is it a coincidence na may dalawang Alice Leal Guo na pinanganak on July 12, 1986 sa Tarlac? (Is it a coincidence that there are two Alice Leal Guos who were born on July 12, 1986 in Tarlac?) Is it a coincidence that this NBI clearance was applied for just a few days before the date of filing of the delayed registration of birth of the other Alice Leal Guo in Tarlac City? Or is this a case of stolen identity?" Hontiveros asked.

The NBI later confirmed that the dismissed mayor has the same fingerprints as Chinese citizen Guo Hua Ping.

In a related development, the National Prosecution Service (NPS) has recommended the filing of charges against Shiela, Alice, and Cassandra Li Ong, the authorized representative of the raided Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga.

According to Saleema Refran’s report on Super Radyo dzBB on Wednesday, the NPS recommended charges to be filed against Guo for violation of Article 150 of the Revised Penal Code for Disobedience to Summons issued by the Senate.

It also recommended charges against her for allegedly using a false Philippine passport. — VDV, GMA Integrated News
