More cases to be filed vs Alice Guo —PAOCC

More cases are set to be filed against dismissed Bamban, Tarlac Mayor Alice Guo in the next few weeks, the Presidential Anti-Organized Crime Commission (PAOCC) said Wednesday.

"There are also other cases that are waiting to be filed against the dismissed mayor, Guo Hua Ping. In the next few weeks, lalabas din po 'yun (it will come out)," said PAOCC spokesperson Winston John Casio on Bagong Pilipinas Ngayon, referring to Guo's real name.

"Marami na po kasing kaso. Lumabas na 'yung tax evasion, lumabas na 'yung qualified trafficking in person, meron din kaso sa Ombudsman. So, a few more cases will be filed as we proceed," he added.

(There are so many cases. Among those already filed are tax evasion, qualified trafficking in person, and in the Ombudsman. So, a few more cases will be filed as we proceed.)

Guo, accused of having links with a raided illegal Philippine Offshore Gaming Operator (POGO) in Bamban, has already left the country and was last monitored in Indonesia, according to the Bureau of Immigration (BI).

Aside from Guo, Casio said authorities are also planning to file charges against Atty. Elmer Galicia, the lawyer who supposedly notarized Guo's counter-affidavit on August 14 in San Jose Del Monte City, Bulacan. 

"'Yun pa ang isa pang inimbestigahan namin sapagkat mariing sinasabi ni [Atty. Elmer Galicia], 'yung nag-subscribe ng kanyang counter-affidavit, na nag-appear personally sa kanya noong August 14 itong si Gua Ping,” he said.

(That's another thing we are investigating because Atty. Galicia, who subscribed Guo’s counter-affidavit, was firm on saying that he met her on August 14 in San Jose Del Monte City, Bulacan.

Casio said PAOCC is just waiting for more verified information from other agencies to file the case against the lawyer.

“Once we get those, we would have enough to be able to file criminal charges as well against Atty. Galicia kasi lalabas nagsisinungaling pa po talaga siya (because it will appear that he was lying)," he said.

Casio said they are expecting the International Criminal Police Organization (Interpol) to issue a red notice against Guo once the Department of Justice (DOJ) panel releases a resolution on her human trafficking case.

"So we're expecting the DOJ panel in a week or two or probably by early next month, to be able to come up with a resolution," he said.

"Kapag meron na po noon, magkakaroon na po ng arrest warrant. If that happens, that will be another triggering mechanism para makuha natin yung tinatawag na international arrest warrant or red notice galing sa Interpol," Casio added.

(An arrest warrant will be another triggering mechanism so that we can secure an  international arrest warrant or red notice from Interpol.)

Guo's name was listed on the immigration lookout bulletin following the investigation into her true identity and her link to illegal POGO activities in Bamban. —KBK, GMA Integrated News
