8 reported dead due to Carina, Butchoy, Habagat —NDRRMC

The reported fatalities in Mindanao due to the recent weather disturbances have increased to eight, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Tuesday.

In its latest report, the NDRRMC said Tropical Cyclones Carina and Butchoy, as well as the Southwest Monsoon or Habagat, have affected different parts of the country.

Seven people were confirmed dead, all of them in Mindanao: four in Zamboanga and one each in Northern Mindanao, Davao, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). 

Another reported fatality in BARMM is still up for validation, the NDRMMC said.

Four of the victims died due trauma or suffocation by entrapment following landslide incidents in two sitios in Barangay Pamucutan, Zamboanga City.

“The houses of the affected families were swept away by mudslide into the river in the height of the heavy downpour in the evening of July 12, 2024,” the report read.

The cadaver of one of the eight reported fatalities, who was from Maramag, Bukidnon, was found and retrieved from the Pulangi River in Kabacan, North Cotabato, 

Meanwhile, the person who was previously reported injured in Jose Abad Santos, Davao Occidental after crossing a river with strong current has died, according to the NDRRMC.

The causes of death of other fatalities are not indicated in NDRRMC’s recent report.

Meanwhile, the report said one person remains missing and two people were reported injured in Northern Mindanao due to the inclement weather.

Affected individuals

Carina, Butchoy, and Habagat have affected 866,483 people or 179,744 families in MIMAROPA, Western Visayas, Central Luzon, Zamboanga, Northern Mindanao, Davao, Soccsksargen, Caraga, and Bangsamoro.

Of the affected population, 33,645 people or 7,738 families were in evacuation centers while 572,412 individuals or 114,481 families were staying in other places.

Houses were also damaged — 69 totally and 167 partially — due to the impact of the bad weather conditions.

Damage to infrastructure worth P8,745,923 and to infrastructure worth P700,000 were also reported, according to the NDRRMC.

Issues in power and water supply as well as in communication lines were encountered in some of the affected areas.

State of calamity was declared in Jose Abad Santos in Davao Occidental as well as in Kabacan and Pikit in Cotabato. 

Assistance

Assistance worth P29,026,581 has been provided to 23,157 affected families so far, according to the NDRRMC.

Department of Social Welfare and Development (DSWD) spokesperson Assistant Secretary Irene Dumlao said their field offices are preparing relief goods.

“Ang amin pong field offices, particularly Region 1, 2, 3, CAR, 4A ay patuloy po na nakikipag-ugnayan sa mga lokal na pamahalaan to ensure na available po yung ating mga relief items in case na meron po tayong mga kababayan na naapektuhan nga po ni Carina,” she told GMA Integrated News’ Unang Balita in an interview.

(Our field offices, particularly Regions 1, 2, 3, CAR, 4A, continue to coordinate with local governments to ensure that our relief items are available in case we have residents affected by Carina.)

“Gayundin po, tinitiyak natin na ready ang DSWD to provide augmentation support in case po na kakailanganin ng mga lokal na pamahalaan,” she added.

(Also, we are making sure that the DSWD is ready to provide augmentation support in case the local governments need it.)

Carina

In its 11 a.m. bulletin on Tuesday, state weather bureau PAGASA said Tropical Cyclone Wind Signal (TCWS) No. 2 is raised over Batanes as Typhoon Carina slightly intensified.

According to PAGASA, Batanes (Itbayat, Basco, Mahatao, Uyugan, Ivana) may experience gale-force winds ranging 62 to 88 km/h within the next 24 hours. Wind impacts may also result in minor to moderate threat to life and property.

Meanwhile, TCWS No. 1 was raised over the following areas:

  • The rest of Batanes (Sabtang)
  • Cagayan including Babuyan Islands
  • Eastern portion of Isabela (Divilacan, Palanan, Maconacon, Dinapigue, Tumauini, Ilagan City, San Mariano, Cabagan, San Pablo, Santa Maria), 
  • Northern portion of Apayao (Calanasan, Luna, Pudtol, Flora, Santa Marcela),
  • Northern portion of Ilocos Norte (Pagudpud, Bangui, Adams, Dumalneg, Burgos, Vintar),  
  • Northern portion of Aurora (Dilasag, Casiguran), 
  • Polillo Islands, 
  • Calaguas Islands
  • Northern portion of Catanduanes (Pandan, Bagamanoc, Panganiban, Viga, Gigmoto, Caramoran) 

Strong winds from 39 to 61 km/h may be expected in these areas within the next 36 hours. Wind impacts may result in minimal to minor threat to life and property. —KBK, GMA Integrated News
