Carina, Habagat cause severe flooding in parts Luzon


Severe flooding that resulted in some homes being swept away was experienced in parts of Luzon due to the effects of Habagat and Tropical Cyclone Carina.

According to reports on GMA Integrated News’ Unang Balita on Tuesday, several families had to be evacuated while some motorists were stranded.

In Isla Puting Bato in Tondo, Manila, around 25 families stayed in an evacuation center after their homes collapsed due to big waves, Bea Pinlac reported.

“Noong hapon na po mga medyo ala una, alas dos, bigla pong humabagat. Lumaki yung mga alon kaya yung mga bahay namin inangat,” affected resident Bombom Andia said.

(Around one o'clock, two o'clock, heavy rains suddenly poured. The waves got bigger and slammed our house.)

“Tapos na-washout po yung pinakadulo namin. Tapos yung daanan po namin, pinaka-apakan po namin nabagsak,” he added.

(It was washed out and the flooring collapsed.)

One resident was hurt after getting hit by a sharp object.

In Parañaque, some motorists evaded the flooded portions of Sucat Road that caused heavy traffic in the area around 3 a.m. on Tuesday, according to a report by James Agustin.

 

 

Some employees going home walked barefoot and carried their shoes as they passed the flood. Some of them have to be carried to cross the submerged street. 

Commuters also lamented the lack of available public utility vehicles.

“Sobrang hirap po kasi yun nga galing ng trabaho, tapos pagod pa, tapos ito pa aabutan mong baha,” commuter Raphael Bautista said.

(It's very hard because coming from work, you're tired, and then you'll encounter a flood.)

Regions

In Cavite, some residents used boats to cross the flooded roads in Barangay Ligtong, Rosario after the continuous rains in the area.

Knee-deep flood was also reported in Barangay Bagbag as well as in some barangays of Naic, Tanza, and Kawit. Flood alerts were raised in Bacoor, Kawit, General Trias, and Imus.

 

In Batangas City, flooding was attributed to the clogged drainage and outfall, according to a report of GMA Regional TV’s Denise Abante.

“Ang nakikita natin dyang solusyon ay palakihin ng national government, ng [Department of Public Works and Highways] yung drainage na nangangalaga hilltop. Hindi kasi kakayanin nung ating drainage para doon sa outfall natin,” City Disaster Risk Reduction and Management Office head Rod Dela Roca said.

(What we see as the solution is for the national government, the Department of Public Works and Highways to expand the drainage that takes care of the hilltop. Because our drainage cannot handle it for our outfall.)

Traffic flow became heavier after floods hit DJPMM Access Road and parts of Poblacion.

The Balanga-Catandala spillway in Ibaan town was closed to traffic after a strong current covered the area and the ongoing construction of a bridge. 

Available public utility vehicles became limited in Lipa City amid the continuous rains.

 

In Albay, outdoor and water activities have been suspended due to the threat of Habagat.

Residents were advised to stay away from rivers which may swell while responders were alerted of possible floods, lahar flow, and landslides.

In Cagayan, soil erosions were reported in Tuao, Baggao, Gattaran, and Gonzaga due to light and moderate rains, according to a report by GMA Regional TV’s Ivy Hernando.

"May mga erosions not necessarily landslides naman doon sa mga loose areas like dyan sa part ng Tuao, sa part ng Baggao, Gattaran, Gonzaga. Mga kaunting erosions because of this light to moderate rains,” said Ruelie Rapsing of Cagayan Provincial Disaster Risk Reduction and Management Office.

(There are erosions, not necessarily landslides, in the loose areas, like in the part of Tuao, in the part of Baggao, Gattaran, and Gonzaga. There were few erosions because of this light to moderate rain.)

A red alert was raised in Cagayan as well as in Batanes.

In Ilocos Sur, fishermen have already stopped sailing for a week to avoid accidents because of the big waves. No sailing policy was imposed in the area.

Typhoon Carina maintained its strength on Tuesday while moving north northwestward as 10 areas were placed under Signal No. 1, according to the 5 a.m. Tropical Cyclone Bulletin posted by PAGASA.
