Angara to issue order suspending submission of RBPMS reports
Education Secretary Sonny Angara on Monday said he will order the suspension of teachers’ submission of documents under the Results-Based Performance Management System (RBPMS) for at least one month.
In an ambush interview, Angara said the Department of Education (DepEd) is set to issue the order within the day.
“‘Yan ang teachers report… nire-review nila ang performance nitong nakaraang School Year 2023-2024. Eh ang reklamo ng mga teachers is nagkakasabay siya sa bukasan ng pasukan, so ang daming kailangan documentations,” the new DepEd chief said.
(That’s the report of teachers wherein their performance during SY 2023-2024 will be reviewed. The teachers complain that the submission of many documents coincides with the opening of classes.)
“So ang sabi namin, suspend muna natin [we said we should suspend it first] for maybe one or one and a half months,” he added.
Earlier this month, members of the Alliance of Concerned Teachers (ACT) trooped to DepEd to protest the supposed orders to make teachers submit documents despite the suspension of performance and results-based incentives across the bureaucracy.
The group said that teachers have received orders from schools division offices to submit the 2023 Individual Performance Commitment and Review Forms (IPCRF) and Office Performance Commitment and Review Forms (OPCRF) under the Results-Based Performance Management System (RBPMS) within the month of July.
In June, President Ferdinand "Bongbong" Marcos Jr. suspended the RBPMS and the Performance-Based Incentive (PBI) System in the government due to duplication and redundancy issues that need to be addressed. —KBK, GMA Integrated News
