Marcos voids granting career executive service rank to NDCP grads

President Ferdinand “Bongbong” Marcos Jr. has ordered the revocation of the policy which grants career executive service (CES) eligibility to graduates of Master of National Security Administration (MNSA) program of the National Defense College of the Philippines (NDCP).

The President issued the order following the recommendation of the Career Executive Service Board (CESB) to withdraw the policy “to synchronize the standards and procedures for the conferment of CES rank," based on Executive Order No. 63 signed by Executive Secretary Lucas Bersamin on July 2. 

The Constitution provides that appointments in the civil service shall be made only according to merit and fitness to be determined, as far as practicable, and except to positions which are policy-determining, primarily confidential, or highly technical, by competitive examination.

Prior to the issuance of the EO, graduates of the MNSA program of NDCP who are appointed to CES positions are granted CES rank that is commensurate to their respective positions, subject to the requirements to be prescribed and mandated by the CESB. 

Marcos thus ordered the repeal of Sections 1 and 2 of EO No. 145. All other orders, rules, and regulations, as well as other issuances or parts thereof which are inconsistent with the provisions of EO. 64 are deemed repealed or modified accordingly.

The President also tasked the CESB, in coordination with concerned government agencies, to formulate and issue guidelines for the effective implementation of the order. —Giselle Ombay/RF, GMA Integrated News
