NBI on Alice Guo's fingerprints, identities: It's an infallible science

National Bureau of Investigation (NBI) Director Jaime Santiago said the bureau's findings on the matching fingerprints of Mayor Alice Guo and Chinese passport holder Guo Hua Ping are conclusive and can stand in court. 

Santiago's office has furnished the Senate with a copy of the report of the NBI's dactyloscopy expert who examined the fingerprints. 

"Dactyloscopy is an infallible science of identification. No two persons, even twins, will have the same fingerprints. Conclusive ito sa korte...Walang dalawang tao sa buong mundo na pareho ang fingerprints," Santiago told GMA Integrated News.

The new NBI director is a former trial court judge and a former police officer.

The NBI compared the fingerprints on the alien fingerprint card of Chinese passport holder Guo Hua Ping from the NBI master files and the fingerprints of Mayor Guo from the NBI files. 

"When we checked the fingerprints of Guo Hua Ping and compared it with Alice Leal Guo, we found it to be similar. One and the same person," Santiago said. 

Senator Risa Hontiveros said that the latest findings just confirmed suspicions about the mayor’s nationality which allowed her to enable crimes that involve illegal Philippine offshore gaming operators. 

The senator also urged the Office of the Solicitor General to hasten the filing of a quo warranto case against the elected official.

Suspicions about Guo’s citizenship and identity rose after the public official failed to give senators clear answers about her childhood and family in the Philippines. 

Senator Sherwin Gatchalian earlier presented documents of Guo Hua Ping entering the Philippines on January 12, 2003, when she was still 13 years old.
