Gun license of driver who pulled out gun on cyclist already revoked —PNP PIO chief

The license to own and possess firearms (LTOPF) and the permit to carry firearms outside of residence of the car driver who pulled out a gun at a cyclist during an altercation last August 8 have already been revoked, Philippine National Police chief information officer Police Brigadier General Red Maranan said Monday.

“Immediately, nung nakarating ito po sa kaalaman ng ating chief PNP ay agad pong pinag-utos niya ang pag-revoke ng lisensya at permit to carry nitong nabanggit na tao na ito…kaya revoked na po ang kanyang LTOPF maging ang kanyang permit to carry outside [of residence],” Maranan said in an interview on Dobol B TV.

(When the issue reached the chief PNP, he immediately instructed the revocation of the involved individual's license and permit to carry firearms outside of residence. His LTOPF and his permit to carry firearms outside of residence had already been revoked.)

According to Maranan, the PNP Firearms and Explosive Office had immediately acted on PNP chief Police General Benjamin Acorda’s instruction.

Maranan said, based on PNP records, the car driver who was identified as Wilfredo Gonzales has three pistols in his possession.

“’Yung tatlong baril, as a matter of procedure, 'pag na-revoke ang iyong LTOPF ay susulatan ka para ang mga baril mo ay i-turn over mo sa Firearms and Explosive [office]. Pagka 'di mo sinurrender ‘yon ay kukunin namin ‘yon by way of search warrant,” he said.

(As a matter of procedure, once the LTOPF is revoked, we will write you to turnover your guns to the Firearms and Explosive Office. If you fail to surrender it, we will seize it by way of a search warrant.)

If he is arrested due to refusal to surrender his firearms, Maranan said Gonzales can be charged with illegal possession of firearms.

Over the weekend, a video footage where Gonzales was seen cursing at, hurting, and pulling out a gun at a cyclist went viral.

Gonzales surrendered to the authorities on Sunday afternoon.

Quezon City Police District (QCPD) chief Police Brigadier General Nicolas Torre III earlier said Gonzales had surrendered his gun and car and these were taken into custody by the authorities.

In an interview earlier Monday, Torre said the cyclist has yet to seek police assistance for the formal filing of complaints.
