MUP pension reform assures salary hikes, mandatory contribution —Romualdez


Speaker Martin Romualdez of Leyte on Wednesday touted the proposed military and uniformed personnel (MUP) pension reform bill which provides for an annual salary increase and mandatory contribution, among other reforms.

“I am proud to announce that the efforts of the House ad hoc committee on the MUP Pension System have borne fruit. You can now sleep soundly at night knowing fully well that pensions are fully funded and that the accompanying salary hikes are guaranteed yearly,” Romualdez said in his speech before the Marine Corps’ Force Reconnaissance Group.

The House bill pitches for a 90% maximum retirement package based on base pay for all MUP, which represents an increase from the previous package of 85% for the Armed Forces of the Philippines personnel.

The guaranteed salary increase represents three percent of the MUP's current wage.

The measure included PNP personnel who have served less than 20 years as among those eligible for a separation lump sum.

Under the proposal, there shall be two separate pension management systems:  one dedicated for the Armed Forces of the Philippines and another for civilian uniformed personnel.

The bill sets a five percent contribution from MUP, to be complemented by a 12 percent contribution from the government.

It also establishes a special window in the pension fund system for disadvantaged pensioners.

“This revamped pension system underscores our unwavering commitment to the brave men and women in uniform. It not only provides financial security but also recognizes their boundless dedication and service to our nation,” Romualdez said.

“You have embodied the very spirit of dedication, skill, and unwavering commitment. It is not an exaggeration to say that the peace and security we enjoy today is largely due to your tireless efforts,” he added.

During the same event, Romualdez also commended the Marines’ "relentless pursuit of excellence, mastery of both land and sea and commitment to preserving the core values of honor, duty, and loyalty."

“In this rapidly changing global landscape, where new threats emerge as swiftly as the old ones fade, it is units like the Force Reconnaissance Group that stand as our nation's shield,” Romualdez said.

The House leader also paid homage to the Marine members who have offered their lives to achieve peace in the entire country.

“We remember those who have paid the ultimate price, those whose stories of bravery and sacrifice inspire countless others to serve with honor. Their memories remind us that freedom is not free,” he said.

“It comes at a cost, and that cost is borne by the gallant men and women of our armed forces," he added.—LDF, GMA Integrated News
