Groups express support for vape bill

Several groups have expressed their support for the proposed measure on vape regulation, which is awaiting the signature of President Rodrigo Duterte. 

The groups include the Nicotine Consumers Union of the Philippines, Philippine E-cigarette Industry Association (PECIA), Consumer Choice Philippines (CCP), Quit for Good, Vapers PH, Vaper Ako, Pro Vape, Philippine Tobacco Harm Reduction Advocates, Inc. and the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA).

They said that the vape bill, which intends to regulate smoke-free alternatives like e-cigarettes and heated tobacco products, will safeguard children while also ensuring that these items meet regulatory standards.

“The vape bill that was overwhelmingly approved by the Senate and House of Representatives complements and strengthens the provisions of Executive Order 106 issued by President Rodrigo Duterte to ensure that all nicotine delivery systems in the country are properly regulated and appropriate penalties for violators are imposed. This is what we don’t have right now,” PECIA president Joey Dulay said.

“The vape bill requires products to be registered with the DTI (Department of Trade and Industry). Those with medicinal, therapeutic, or reduced risk claims will need the approval from the FDA (Food and Drug Administration). We believe that with the enactment and implementation of the vape bill, smuggling and illicit trade of substandard products will likewise be prevented,” he added.

Last week, the Department of Health (DOH) appealed to Duterte to veto the vape bill, saying the proposal is "contrary to public health goals."

“If passed, the vape bill will also negate the gains of Republic Act 11223 (Universal Health Care Act) and other health laws. It will [expose] Filipino youths to undue risk of harmful and addictive substances associated with vape use like alcohol, marijuana, and potentially other illicit drugs,” it said.

According to the DOH, if Duterte vetoes the vape bill, tobacco control in the country would be strengthened. —VBL, GMA News
