DILG wants APORs barred from leaving homes during granular lockdowns


The Department of the Interior and Local Government (DILG) recommended that authorized persons outside residence (APORs) should not be allowed to go out during granular lockdowns to prevent the further spread of COVID-19.

According to a report on "24 Oras" on Thursday, Interior Undersecretary Epimaco Densing said this was proposed by a technical working group on data analytics from the Department of Health.

"Mas epektibo po itong pamamaraan kaysa i-lockdown ng kabuuan ang isang probinsiya o siyudad," he said.

"Napapansin po natin sa ibang ECQ ngayon, kahit may lockdown, marami pa ring APOR na nakakalabas, so mayroong pa ring mobility kung saka-sakali, nakakapanghawa pa rin. Pero sa granular lockdown kasi, hindi mo papayagang lumabas ang mga tao doon sa area na 'yon," Densing added.

Meanwhile, Metropolitan Manila Development Authority chairperson Benhur Abalos said local government units need help in shouldering the assistance to residents affected by the granular lockdowns.

"Ngayon, okay pa LGU, pero ang problema natin kung tumagal-tagal ito, medyo mabigat na sa LGU ito. I was proposing... it's not cost sharing, kung hindi, it is resources sharing, i-systematize na natin," he said.

Abalos said he already asked the National Economic and Development Authority for a cost-sharing of expenses for the assistance to the residents.
