Video shows glimpse of Bilibid 'free-for-all'


Two riots between two gangs at the New Bilibid Prison spaced just weeks apart has killed at least 13 inmates and injured dozens others.

The first brawl took place around 2:30 a.m. on October 9 and was "pacified" 1.5 hours later. Nine inmates died. On November 9, another riot between the Sputnik and Commando gangs took place, killing at least four persons deprived of liberty (PDL).

A sourced video shows a glimpse into the second, newer incident, one that has prompted Justice Secretary Menardo Guevarra to order an investigation that includes a look into whether corrections officials have been negligent.

The video provided to GMA News Online shows one inmate, barely able to hold himself up, being supported by two other men out of the quarters, where the commotion appeared to be taking place. Seconds later, another inmate is carried out into the street.

In the background, gunshots could be heard. The video also shows members of the response team from the BuCor and the police arriving at the scene.

The incident started at around 8 a.m. on Monday and was contained at around 10 a.m., according to the Bureau of Corrections (BuCor).

Days after the October 9 incident, the BuCor seized hundreds of "weapons" from the prisoners' cells, some retrieved from their hiding places in the ground. Photos showed authorities found objects like saws, hammers, crowbars, and wooden rods.

At the time, the BuCor said the gang leaders had promised such violence will not be repeated.

"What I want to know is how such a violent incident could happen in the wee hours of the morning and last for hours, and why the prison authorities failed to detect and prevent such a huge gang war that left many inmates dead or injured," Guevarra said last October.—AOL, GMA News
