Manila ordinance mandates ‘sampay ban’ on city streets, public places
The city government of Manila is poised to implement an ordinance banning clutter, such as wet clothes hanging on cables and street posts to dry.
According to Sandra Aquinaldo's report on "24 Oras", Ordinance 8752 or the "Tapat Ko-Linis Ko" measure requires all residential and commercial establishments in the city "to maintain the cleanliness and orderliness of their immediate surrounding and frontage."
If the ordinance is passed, hanging of clothes in electrical wires, windows, posts and other places not intended for the purpose will be prohibited.
Washing and drying of clothes in gutters, sidewalks, streets, alleyways and roads will also be banned.
Stricter rules will be enforced in dumping and placing trash and waste products in any part of the road, street, avenue and sidewalk, which may impede vehicles and pedestrians.
Animals and plants that is beyond one's property and construction of houses or extension of business, including the installation of roof, fences and gates are also not allowed.
"Babango o aaliwalas and from there, gaganda ang perspektibo ng tao. Susunod doon, baka maengganyo natin ang mga negosyate," Moreno said.
Asked when the ordinance will be implemented, he said, "In a few days."
"Nasa kanila 'yon kasi pwede naman nila subukin 'yong batas or maaaring makiisa na lang sila sa paglilinis," Moreno said.
Violators of the ordinance will receive a warning on his/her first offense, a fine of 500 pesos on the second, 1000 pesos fine on the third, 3000 pesos on the fourth offense and 5000 pesos or imprisonment of not more than 30 days on the fifth or both. —Ma. Angelica Garcia/NB, GMA News
