Civil Service Commissioner confronts loafing gov't employees


Civil Service Commissioner Aileen Lizada made an unannounced inspection of government offices in Legazpi City, Albay and found several government employees loafing on the job or providing subpar service.

According to Susan Enriquez' Tuesday report on GMA 7 news program 24 Oras, Lizada confronted a male employee of the Government Service Insurance System (GSIS) who told a teacher who had just given birth to come back for her loan statement in three days because he was "on break."

It turned out that, upon checking the database, the teacher's document was already up for release.

Lizada also caught an employee at the Public Employment Service Office (PESO) in Legazpi City going over a Facebook account during office hours.

Lizada also came across an unmanned public assistance and complaint desk at another government office.

An employee at the municipal planning office in Biliran who was too busy playing Candy Crush likewise did not expect a visit from the chief of the Civil Service Commission (CSC).

Given the results, the commissioner was determined to make more unannounced inspections.

"Mukhang nakakalimutan na nila ang mga do's and don'ts of being a public servant. Mukhang kampante na ang iba na may suweldo sa 15 and 30, allowances, security of tenure, na they forget that they are doing work [on] official time, bawal ang ginagawa niyong for personal concerns," Lizada said.
