DOTr-LTO to roll out online payment system for vehicle registration
The Department of Transportation-Land Transportation Office (DOTr-LTO) said Wednesday they are preparing to implement an online payment system for new registration transactions of motor vehicles and motorcycles.
The system is currently available in Metro Manila only, but will soon expand to the rest of Luzon by November, and Visayas and Mindanao regional offices before the end of 2018.
Initial registration fees for three years of new motor vehicles and motorcycles (MV/MC) are expected to be paid through the online system.
In preparation for the Luzon-wide implementation, the LTO-National Capital Region (NCR) shared its experiences and insights on the online assessment and payment systems through orientation seminars.
“People are not only expecting, but are demanding the availability of our services online… We reduced processing time and avoided heavy queuing for new registration transactions,” said LTO Assistant Secretary Edgar Galvante.
Galvante said with the implementation of the new online payment project, the official receipt, certificate of registration and motor vehicle plates will already become available three days after MV/MC dealers submit the documents.
The LTO is using the Electronic Payment Assessment Tool (e-PAT), a web-based facility that computes the amount to be paid without human intervention to eliminate bribery and extortion.
This initiative is in response to the call of President Rodrigo Duterte to eradicate corruption and red tape transactions in government agencies and in accordance to Republic Act No. 11032, also known as Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
“Kaya ito ginagawa ng LTO, gusto naming matanggal ang impresyon na ‘Kapag may pila, may fixer. Kapag pahirapan ang transaksyon, may korapsyon. Ang pagsasaayos ng sistema ay isa sa mga hakbang upang mapabuti ang serbisyo ng ahensya,” said the DOTr Secretary Arthur Tugade.
LTO has partnered with Land Bank of the Philippines (LBP) and with its current IT service provider Stradcom Corporation for the online payment transaction.
MV/MC dealers can use their LBP account to pay for the transaction online and their payment will be reflected on the LTO-Information Technology (IT) System for faster issuance of OR and CR, DOTr-LTO said.
Other forms of payments like fees for license application and renewal, as well as MV/MC renewal, can be paid online by next year, the DOTr-LTO said. — Joviland Rita/MDM, GMA News
