Barangay, SK hopefuls told to stick to Comelec's campaign guidelines


Barangay and Sangguniang Kabataan (SK) candidates are expected to comply with strict guidelines throughout the campaign period to officially begin Friday and ends on May 12.

In a 24 Oras report on Thursday, bets were reminded to limit the size and spending for streamers, posters, leaflets and other printed materials within the range set forth by the Commission on Elections (Comelec).

"Meron po kasing allowable expenses, di ba? Baka sumobra po sila...Plus baka 'yung prescribed sizes, may mga designated common poster areas," Quezon City District 4 election officer, lawyer Ma. Anne Gonzales,  said.

The official campaign period starts on May 4 and ends on May 12 or two days before Election Day.

According to Comelec guidelines, pamphlets, leaflets, stickers, decals, other printing materials are allowed to be no bigger than 8 and 1/2 inches.

Posters and streamers, meanwhile, are limited to measurements of 2 feet by 3 feet and 3 feet by 8 feet, respectively.

Candidates, on the other hand, are not allowed to spend more than P5 on their campaign materials, which are to be posted only on designated poster areas and on private property with the owner's permission.

For the first time, Board of election tellers (BET) on duty are entitled to a travel allowance of P1,000.

There was also an increase in the allowance allotted for BETs. The BET chairperson used to get P4,000, will now be given P6,000 this year while poll clerks and third BET members will receive P5,000 this year from a P4,000 allowance in the last elections.

The P2,000 allowance of a Department of Education (DepEd) Election Supervising Officer was hiked to P5,000 from P4,000 while support staff, who used to receive only P500, will now receive P2,000.

BET members, who will monitor the candidates throughout the campaign period, have undergone a seminar on policies in accordance to the  Election Reform Act.

"They (candidates) should not engage in any partisan political activity Kahit friends po nila 'yung mga tumatakbo, dapat 'di po sila nag-endorse. 'Di po sila, walang mga stickers o mga posters  sa mga sasakyan po nila, sa mga kabahayan po nila," Gonzales added.

"Hindi po sila dapat related sa isa't isa o kung sinuman ang tumatakbo," she added.

Quezon City Public School Teachers Assocation and the Alliance of Concerned Teachers protested the 5 percent slashed from the BET's  tax and honorarium allowances.

"Kulang pa nga ho 'yon. Sa ibang mga lugar, lalo na sa ibang mga probinsya," Gonzales said.

Election hotlines will also remain for poll-related concerns as the teacher groups aim to prevent incidents similar to when men torched a teacher's home in Batangas after refusing to turn over election ballots. — Margaret Claire Layug/BAP, GMA News
