Supt. Marcos reinstated, named CIDG-SOCCSKSARGEN chief

Superintendent Marvin Marcos, the suspended police official implicated in the killing of detained Albuera, Leyte Mayor Rolando Espinosa, has been appointed head of the Criminal Investigation and Detection Group-SOCCKSARGEN.

Chief Superintendent Cedric Train of Region 12 police confirmed Marcos' appointment to GMA News Online, saying he has already received the order. He said Marcos' appointment is effective July 11.

"Siya na daw po pero wala po siya dito. [Nasa Camp] Crame pa po," Train said Thursday. "Balita na po may order na daw po siya."

The appointment became effective a day before President Rodrigo Duterte said in a speech that he wants Marcos reinstated despite the criminal charges he is facing over the death of Espinosa and another detainee in November last year.

In an interview on Thursday, PNP chief Director General Ronald dela Rosa said Marcos — who was CIDG chief in Eastern Visayas when Espinosa and another inmate were killed in their detention cell in November — should be put to work as he is still on the government's payroll.

"Gamitin natin siya, sayang naman. Sumusuweldo siya tapos wala siyang trabaho, 'di ba? Dapat magtrabaho siya," he said.

Dela Rosa said there should be no problem in reinstating Marcos. "Kung okay naman 'yung kaso niya, na-resolve na yung kaso in his favor, then okay lang. Dumaan naman sa legal na proseso, 'di ba? So okay lang," he said.

The Department of Justice last month downgraded from murder to homicide the charges against Marcos and 18 others linked to the killing of Espinosa and Raul Yap, both of whom allegedly tried to engage policemen in a shootout while the search order was being served.

The decision was reached after the policemen asked the DOJ to overturn a resolution made by Baybay Regional Trial Court Branch 14 in March that led to their indictment and arrest.

Marcos was also granted bail in June though it is unknown how much was paid and if other policemen applied for temporary release.

The Internal Affairs Service of the PNP in April recommended the demotion and suspension of the police officers involved in the death of Espinosa. —KBK/KVD, GMA News
