Pampanga court orders arrest of Rafael Dumlao


A Pampanga court has issued a warrant of arrest against Supt. Rafael Dumlao, one of the suspects in the kidnapping and killing of Korean businessman Jee Ick Joo last year.

Senior Supt. Glenn Dumlao, Anti-Kidnapping Group director, said Rafael will be presented to the Angeles Regional Trial Court Branch 58 Wednesday and will then be brought to the Pampanga jail.

“Ipe-present sila sa Angeles regional trial court today, and the court will order their commitment to the provincial jail,” Dumlao said in a text message to GMA News Online Wednesday.

“No bail recommended,” he added.

Rafael was presented to the court at 1:20 p.m.

Judge Irineo Pangilinan Jr. approved the motion filed by Rafael’s lawyer that he be committed to the PNP Custodial Center.

The team leader of defunct Anti-Illegal Drugs Group was turned over to the PNP Custodial Center in Camp Crame around 5:20 p.m.

NBI errand boy

The court also ordered the arrest of National Bureau of Investigation (NBI) errand boy Jerry Omlang, who had admitted his participation in the crime.

NBI National Capital Region Director Cesar Bacani said Omlang is now detained at the NBI Detention Center in Manila.

Omlang has been under the custody of the NBI since January.

Earlier this month, state prosecutors formally added the name of Rafael and Omlang to the list of respondents charged for the killing of Jee.

Dumlao has been accused by SPO3 Ricky Sta. Isabel of playing a key role in the kidnap-slay.

Sta. Isabel said it was Dumlao who directed him to dispose of Jee's body.

He also claimed that Dumlao ordered him to kill Marissa Morquicho, whom the suspects decided to set free. Morquicho is Jee’s househelp who was kidnapped along with the businessman.

Dumlao has repeatedly denied Sta. Isabel's accusations and pointed to possible involvement of National Bureau of Investigation agents in the crime.
