FULL REPORT: The Draft Senate Committee Report on the Mamasapano Incident


The Senate on Tuesday released the draft report on the results of its own probe, finding President Benigno Aquino III responsible for allowing a suspended Philippine National Police chief to continue overseeing the planning and execution of the Mamasapano mission to arrest suspected terrorists in alleged territory of the Moro Islamic Liberation Front.
 
The 129-page report was the outcome of several public hearings and executive sessions at the Senate, which revealed several points about the flaws and questions in accountability for the operation that resulted in the deaths of 67 people, including 44 elite police officers, 18 members of the MILF, and five civilians.
