(Updated 7:19 a.m.) PAGASA reported that Typhoon Labuyo (international name Utor) made landfall over Casiguran, Aurora at 3 a.m. Monday.

Also, at least 15 areas were under Storm Signal No. 3 Monday morning, PAGASA said in its 5 a.m. advisory.

PAGASA weather division head Robert Sawi said Labuyo may continue to weaken as it crosses northern Luzon.

As of 4 a.m., Labuyo was estimated at 45 km west of Casiguran, Aurora, with maximum sustained winds of 165 Kph and gustiness of 200 Kph.

It was forecast to move west-northwest at 22 kph and is expected to cross Cagayan Valley, Cordillera and Ilocos.

"By Tuesday morning ito nasa may boundary ng PAR," Sawi said.

PAGASA's 5 a.m. advisory said Labuyo is projected to be 300 km northwest of Sinait, Ilocos Sur by Tuesday morning or outside the PAR.

It advised residents in low-lying and mountainous areas under storm signals to be alert against possible flash floods and landslides.

Also, it alerted those living in coastal areas under Signal 2 and 3 against storm surges.

PAGASA said Labuyo will enhance the southwest monsoon, which will bring moderate to occasionally heavy rain over southern Luzon and Western Visayas.

It warned fishermen, especially those using small seacraft, not to venture out into the western and southern seaboards of southern Luzon and the seaboards of Visayas due to big waves generated by Typhoon Labuyo. — DVM/KG, GMA News
