NDRRMC: More than 800,000 affected by rains, flooding


More than 800,000 people in Metro Manila and Northern and Central Luzon have so far been displaced or otherwise affected by the heavy rainfall and flooding caused by the southwest monsoon enhanced by tropical storm Haikui, the National Disaster Risk Reduction Management Council (NDRRMC) said Tuesday.
 
An update posted by the NDRRMC on its website at 2:13 p.m. reported that the total population affected in the National Capital Region (NCR), Region I, Region III, and Region IV-A has reached 808,697 people comprising 179,261 families.
 
The council said that the total number of people currently being served by 85 evacuation centers is 18,692, comprising 4,040 families.  
 
Another 49,911 families or 231,508 persons are recorded as being "outside evacuation centers," or with relatives and friends.
 
The NDRRMC noted, however, that some of the evacuees were there because they had already been displaced during Typhoon Gener.
 
Flooding
 
The NDRRMC said that widespread flooding has been reported in the NCR, particularly in the cities of Valenzuela, Malabon, Muntinlupa, Makati, Navotas, Paranaque, Quezon, Marikina, and Pasig.
 
It said flooding has also been reported in: 
 
Calasiao, Pagasinan; Meycaucayan and Obando in Bulacan; Cardona, Rizal; Sta. Rosa, Binan; Calamba, San Pedro; Cabuyao, Los Banos Bay, Victoria, Sta. Cruz, Lumban Paete, Pakil, Pangil, Siniloan, Mabitac, Sta. Maria and Famy in Laguna; Noveleta and Gen. Trias in Cavite.
 
Because of this, it said the following roads in the NCR are no longer passabe to light vehicles:
 
Valenzuela City: Brgys Pasolo, Palasan, Poblacion Bisig P. Villa and Balangkas
Malabon: Brgys. Santulan and Dampalit
Muntinlupa: Brgys. Poblacion, Cupang Tunasan, Buli and Putatan
Navotas: Brgys. Sipac and Tangos
Parañaque: Brgys. Tambo and Vitalez
Quezon City: Brgys. Damayan and Roxas
 
In Pampanga, it said among the impassable roads to all type of vehicles are:
 
Manalin, Brgy Rd, Brgy Maniago
Macabebe, Tacasan-Saplad David Rd and Brgy San Gabriel
Guagua, San Nicolas 1st , Sto Cristo and Mac Arthur Highway (Unelevated portion not passable to light vehicles)
 
Dams
 
The NDRRMC said that it is also closely monitoring the following dams that are now at spilling levels:
 
Angat and Ipo in Bulacan, 
La Mesa in Quezon City, 
Ambuklao and Binga in Benguet, 
San Roque in Pangasinan, and 
Pantabangan in Nueva Ecija.
 
The following municipalities in Pangasinan may be affected while the Ambuklao, Binga and San Roque dams are releasing water:
 
San Manuel, 
San Nicolas, 
Tayug, 
Sta Maria, 
Asingan, 
Villasis, 
Alcala, 
Bautista, 
Rosales, and 
Bayambang.
 
The NDRRMC advised residents living in near Ipo, Ambuklao, Binga and San Roque dams to be on alert for possible increase in the water level downstream.
 
Weather to improve Thursday
 
In its 11 a.m. update, the PAGASA said the southwest monsoon, enhanced by tropical storm Haikui 300 km northeast of Taiwan, will continue to bring occasional to frequent rains in the provinces of Ilocos, La Union, Pangasinan, tarlac, Zambales, Bataan, Pampanga, Bulacan, Rizal, Cavite, Laguna, Batangas, and the NCR on Tuesday until Wednesday. 
 
It said the weather condition will gradually improve by Thursday until the weekend, though noted that landslides and flashfloods should still be expected in mountainous areas and floods in low-lying areas. — BM, GMA News
