LTO orders van owner, driver to respond to QC counterflow incident


The Land Transportation Office (LTO) issued a Show Cause Order (SCO) against the owner and driver of a van involved in a counterflow incident in Quezon City on December 30.

In a statement released Friday, the LTO said the order aims to identify the driver in the incident, which was captured on video and went viral on social media.

An initial investigation revealed that the van driver blocked the path of other motorists along Quirino Highway and exhibited reckless behavior, including mocking other road users.

“Matinding pambabastos ng ginawa ng driver, hindi lang sa batas, kundi pati na rin sa kapwa niya motorista. HIndi natin hahayaan na hindi mapanagot ang pagiging abusadong driver nito,” said LTO Chief Assistant Secretary Vigor Mendoza II.

(This driver’s actions displayed blatant disrespect not only for the law but also for fellow motorists. We will not tolerate such abusive behavior.)

The vehicle owner has been summoned to the LTO Central Office and is required to submit a written explanation detailing why the owner should not be held accountable for employing a reckless driver.

Similarly, the driver has been instructed to provide a written explanation as to why the driver's license should not be suspended. 

They are also being asked to address potential sanctions for violations, including obstruction of traffic, reckless driving, and being an unfit person to operate a motor vehicle.

“Failure to appear and submit the required written explanations will be considered a waiver of your right to be heard, and the case will be resolved based on the evidence available,” the SCO stated. — DVM, GMA Integrated News
