BI nabs Chinese, American fugitives in Metro Manila


The Bureau of Immigration on Thursday said it arrested two fugitive foreigners in separate operations in southern Metro Manila.

According to a statement by the BI on Thursday, 32-year old Deng Hongfu, who is wanted for economic crimes in China, was arrested in Barangay Tambo, Parañaque City.

Hongfu has a warrant from Chibi City in China after he allegedly ran an illegal business by selling stocks without proper permits since 2018.

He has been living in the Philippines since he arrived on March 8, 2019. He is considered an undocumented alien after China canceled his passport.

The Chinese man was included in the BI watchlist and blacklist in early 2024.

In a separate operation, Mark Andrew Baldwin was apprehended by Immigration agents at his residence in Barangay Talon Kuatro, Las Piñas. The 50-year old American is a convicted felon for gun possession in Cherokee County, Georgia.

The US State Department revoked Baldwin’s passport making him an undocumented alien in the Philippines.

Both operations were the result of mission orders issued by BI Commissioner Norman Tansingco, following a request from both China and the US to locate said fugitives for deportation.

Both fugitives are now detained at the BI warden facility in Taguig City pending deportation proceedings.
