Alarm and scandal raps to be filed vs. ex-cop in viral road rage video —QCPD
The Quezon City Police District (QPCD) is set to file alarm and scandal complaint against the former policeman who was caught on video pulling out a gun during an altercation with a cyclist.
Interviewed on Dobol B TV on Tuesday, QCPD chief Police Brigadier General Nicolas Torre III said four police officers will serve as complainants.
"As we speak right now, Galas Police Station is on the way to the, actually nandoon na sila sa City Hall, to the Office of the Prosecutor, because they are filing a case of alarm and scandal against the person," he said.
(As we speak now, Galas Police Station personnel are already at the City Hall to file a complaint for alarm and scandal against the person before the Office of the Prosecutor.)
According to Torre, the video of the incident that went viral on social media will be used as evidence.
Asked about the supposed delay in the filing of the complaint, Torre explained that while the incident happened on August 8, the video only surfaced on social media on August 27.
Torre also dismissed allegations that the police helped in the supposed settlement between the cyclist and the former policeman identified as Wilfredo Gonzales, saying his personnel "acted professionally" on the incident.
"In due time, we will show na 'yung mga accusations na 'yan ay hindi totoo dahil ang ating mga pulis acted professionally dito sa case na ito (those accusation are not true because our police personnel acted professionally on this case)," he said.
The video shows Gonzales pulling out a gun during his altercation with the cyclist.
In a press briefing on Sunday, Gonzales said he and the cyclist went to a police station following the incident and settled their differences.
Bike enthusiast and lawyer Raymond Fortun, however, said that the cyclist was forced into an agreement admitting that the incident was his fault and was told to pay P500 for the damage to Gonzales’ car.
Torre called on the cyclist to come out and cooperate with the police.
Quezon City Mayor Joy Belmonte on Monday ordered an investigation on how the QCPD handled the case.
"We are appealing to the complainant to come forward so that Willy Gonzalez, whom I consider a menace to society, is held accountable,” Belmonte said in a statement.
“We want to assure the cyclist that we will extend legal assistance, as well as put him and his family in our protection so that justice is served. I will not allow this case to be whitewashed,” she added.
Interior Secretary Benhur Abalos on Monday said Gonzales should be slapped with criminal charges.
"For the sake of a peaceful and orderly society, we cannot allow a culture of impunity. We cannot allow bullies to just go around intimidating people with deadly weapons. There must be consequences here," Abalos said. —KBK, GMA Integrated News
