Pasig City to implement anti-panic buying, hoarding ordinance
Pasig City will implement an ordinance imposing measures against panic buying and hoarding amid the Luzon quarantine due to the coronavirus disease 2019 (COVID-19) scare.
Mayor Vico Sotto posted guidelines on the Anti-Panic Buying and Hoarding Ordinance of Pasig City, which was sponsored by Councilor Raymundo and approved on Monday morning.
His tweet included a table that indicates maximum quantities consumers can purchase.

The limit for individual consumers are as follows:
- Canned sardines - 6 cans
- Other canned goods (meat loaf, corned beef, tuna, etc) - 3 cans
- Powdered milk - 1.2 kilograms or 1 can
- Powdered milk (sachets) - Maximum of 12 sachets
- Milk Formula - 1 box or 1 can
- Coffee instant - 1 bottle or sachet, max of 500 grams
- Coffee Refill - 1 pack (200 grams and above), maximum of 4 packs (below 200 grams)
- Coffee (3 in 1) - Maximum of 12 sachets
- Bread - 3 packs
- Instant Noodles - 6 pouches
- Eggs - 1 dozen
- Cooking oil - 1 liter
- Sugar - 1 kilogram
- Rice - Maximum 50 kilograms
- Alcohol - 1 Bottle (more than 500 ml), maximum of 2 bottles (500 ml), maximum of 3 bottles (below 500 ml)
- Hand sanitzers - 3 bottles (100 ml)
- Bathroom tissue paper - 1 pack maximum 12 rolls
- Kitchen towels - 3 rolls or pack
- Bath soaps - 6 bars
- Liquid Hand Soap - 2 bottles (500 ml), 3 bottles (below 500 ml)
- Disinfectant Solutions (Clorox, Lysol, Domex, and the like) - Maximum of 1 gallon
- Face masks - 10 pcs
- Multivitamins/Vitamin C - 1 box or 1 bottle (100 pcs)
Meanwhile, there is a separate limit for consumers per retailer, sari-sari store, restaurant, hotel, and the likes per day.
- Canned sardines - 24 cans
- Other canned goods (meat loaf, corned beef, tuna, etc.) - 12 cans of each kind
- Powdered milk - Maximum of 5 kilograms
- Powdered milk (sachets) - 5 ties (regardless of kind)
- Milk Formula - Maximum of 5 boxes or cans
- Coffee instant - 5 bottles or sachets (each containing 500 kilograms)
- Coffee Refill - Maximum of 10 packs (200 grams and above), maximum of 15 packs (below 200 grams)
- Coffee (3 in 1) - 10 ties
- Bread - 10 packs
- Instant Noodles - 48 pouches
- Eggs - 5 dozens
- Cooking oil - Maximum of 5 liters
- Sugar - Maximum of 10 kilograms
- Rice - Maximum 150 kilograms
- Alcohol - 15 bottles (300 ml), 10 bottles (500 ml), 5 bottles (more than 500 ml)
- Hand sanitzers - 10 bottles (100 ml)
- Bathroom tissue paper - Maximum of 48 rolls
- Kitchen towels - Maximum of 10 rolls
- Bath soaps - Maximum of 24 bars of different kinds
- Liquid Hand Soap- 10 bottles (500 ml), 10 bottles (below 500ml)
- Disinfectant Solutions (clorox, Lysol, Domex, and the like) - 3 gallons (regardless of kind)
- Face masks - 100 pcs
- Multivitamins/Vitamin C- 5 boxes or 5 bottles (each containing 500 pcs)
In the tweet, Mayor Sotto said violators can be reported to to 8-643-0000.
Penalties for violators are as follows:
First Offense: P1,000
Second Offense: P2,000
Third Offense: P3,000 and 8 hours of community service.
Valenzuela City was the first to pass the ordinance last Thursday amid issues of some Filipinos buying disinfectant and food in bulks as the number of COVID-19 cases rose in the country. --Jannielyn Ann Bigtas/MGP, GMA News
