Police to probe Pasay condo for alleged security lapses


National Capital Region Police Office (NCRPO) chief Director Oscar Albayalde on Wednesday said there are security lapses by the management of the condominium wherein a man went on a stabbing spree that resulted in the death of five people and injured four others, GMA News' Chino Gaston reported on "24 Oras."

Albayalde said the security personnel of the condominium failed to respond immediately to the incident. 

"Dun sa CCTV area walang nagbabantay sa kanila...Walang nagbabantay sa kanila, inamin nila 'yon na walang nagbabantay sa CCTV so hindi nila alam," Albayalde said.

"Nalaman lang nila nung may commotion, 'nung nag-iingay na 'dun sa labas, at 'nung nag-iingay sa labas, dun lang sila nagpunta o tumawag sa PCP (Police Community Precinct)," he added.

The suspect, identified as Alberto Garan, was able to go around the 25-story Central Park Condominium in Pasay City with a kitchen knife on Tuesday night.

Responding policemen cornered and killed the suspect identified as Alberto Garan on the condo tower's 22nd floor after a stabbing spree.

Victims slain by Garan include his girlfriend Emelyn Sagun, 30; former journalist Joel Palacios, 70; Daisery Castillo, 12; Ligaya Dimapilis, 36; and Letecia Ecsiagan, 50.

Home owners told GMA News that there have been several incidents in the condominium.

"Marami na hong namamatay dito, health, nakukuryente 'yung bata na eight years-old na hanggang ngayon, may trauma pa," said Alicia Mababa, the president of the Concerned Homeowners Central Park 2 Condominium.

"May nahulog sa elevator dito na namatay. Ganyan din, negligence," she added.

Police Community Precinct 5 commander Senior Insp. Edgar Dimaunahan was relieved from his post, pending the outcome of the investigation on their response to the incident.
