"I hope that those who are members of syndicates will surrender, submit upon arrest, and will not resist arrest. Otherwise, we will do our job," district director S/Supt. Guillermo Eleazar said after the random drug testing of members of district and station Anti-illegal Drugs Unit.
He gave the assurance that policemen will still uphold the law and respect human rights but will conduct "commensurate action" when their safety and the safety of the public are in jeopardy.
"If circumstance dictates na sa ating pag-operate, ma-compromise ang ating safety and the safety of other people, commensurate action must be done," Eleazar said.
"Hindi naman tayo papayag na tayo ang madadale o mapapatay sa ating operation. If it is imminent, alam natin ang ating gagawin. But that should only be done given the particular situation," he added.
Eleazar, who only assumed the post on Monday, clarified that the public will not see a rise in slain drug pushers and users in the news because they are also implementing the Oplan Kapak or Katok Pakiusap of the QCPD.
“We are very much thankful to the Quezon City government for being supportive in our endeavor. Sabi nga nila sa Quezon City we are fortunate dahil sa ating programa na hindi lang pagpapasuko sa ating mga drug dependents kung hindi pati sa rehabilitation,” Eleazar said.
QCPD’s performance would also be determined by a survey within three to six months aside from the data and reports they will submit to the national headquarters.
“We will be judged with the public perception. Maybe magka-conduct ng survey para malaman kung ang tao ba, ang community, ang Quezon City residents ay naramdaman nila na mayroong pagbabago sa peace and order particularly sa anti-illegal drugs campaign natin,” Eleazar said. — KG, GMA News
