The Metropolitan Manila Development Authority tweeted that the fire was declared out at 4:49 p.m.
The report said that firefighters had difficulty penetrating the building because of the thick smoke coming from the basement, which was used a stock room of the building where construction is still ongoing.
Firefighters had to set up ventilating machines as they also had a hard time dealing with the high temperature at the basement.

Explosions were also heard from the basement, which firefighers said were caused by cans of paints, LPG tanks, and acetylene tanks.
Tenants and employees in buildings near the fire scene evacuated to the Metrowalk, the report said.
