In a post on its Twitter account, the MMDA said the affected areas were knee-deep and not passable to all types of vehicles.

"Roxas Boulevard southbound and nortbound (at) Rajah Sulayman to Quirino (is) knee-deep, not passable to all types of vehicles, as of 6:51 a.m.," it said.

A separate report by dzBB's Carlo Mateo said the floods also affected the part of Roxas Boulevard near the United States Embassy.

Garbage and debris were washed to parts of Roxas Boulevard as well, the report added.

Meanwhile, in southern Metro Manila, dzBB's Sam Nielsen reported floods had subsided in Taguig City.
