Some local government units announced class and work suspensions for Friday, July 26, due to the effects of the Southwest Monsoon (Habagat) enhanced by Typhoon Carina.
Metro Manila
- Caloocan City - all levels, public and private
- Malabon City - all levels, public and private
- Pasig City - all levels, public and private
- Valenzuela City - work in government offices
Cities/Towns
- Angeles City - face-to-face classes, all levels, private schools
- Dagupan City - all levels, public and private; work in government offices
- Biñan, Laguna - all levels, public and private
- San Pedro, Laguna - face-to-face classes suspended at all levels, public and private; shift to online
- Minalin, Pampanga - all levels, public and private
- San Fernando, Pampanga - all levels, public and private
- Cainta, Rizal - all levels, public and private
- Capas, Tarlac - all levels, public and private
- Paniqui, Tarlac - all levels, public and private
- Tarlac City, Tarlac - all levels, public and private; work in government offices
Provinces
- Bataan - all levels, public and private
- Bulacan - all levels, public and private; work in government offices
- Camarines Sur - all levels, public and private
- Ilocos Sur - all levels, public and private; work in government offices

The local governments emphasized, however, that offices that provide basic, health and disaster response services will remain open.
They also said the suspension of work in the private sector is at the discretion of the company.
Carina left the Philippine Area of Responsibility on Thursday morning, but Signal No. 1 remained hoisted over Batanes.
