Amihan, shear line to bring cloudy skies, rains over Luzon, E. Visayas

The Northeast Monsoon (amihan) will be affecting Luzon while the Shear Line will affect the eastern section of the Visayas, PAGASA reported.
Visayas, Caraga, Sorsogon, and Masbate will have cloudy skies with scattered rains and isolated thunderstorms due to the Shear Line with possible flash floods or landslides occurring due to moderate to heavy rains.
Cagayan Valley, Apayao, Aurora, Quezon, and the rest of Bicol Region will have cloudy skies with rains due to the Northeast Monsoon with possible flash floods or landslides occurring due to moderate to at times heavy rains.
Metro Manila and the rest of Luzon will have partly cloudy to cloudy skies with isolated light rains due to the Northeast Monsoon but this will have no significant impact.
The rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the Easterlies with possible flash floods or landslides occurring during severe thunderstorms.
The wind speed forecast for Northern Luzon and the eastern sections of Southern Luzon and Visayas is strong and moving northeastward with rough coastal waters.
The rest of Luzon will have moderate to strong wind speed moving northeastward with moderate to rough coastal waters.
The rest of the country will experience light to moderate wind speed moving northeastward with slight to moderate coastal waters.
