Signal No. 4 still up over parts of Cagayan, Apayao, Ilocos Norte due to Egay

Tropical Cyclone Wind Signal No. 4 remains in effect over parts of Cagayan, Apayao and Ilocos Norte on Wednesday morning due to Typhoon Egay (international name: Doksuri), PAGASA said in its 8 a.m. bulletin.

TCWS No. 4 is up over the following specific areas:

  • the northern portion of Cagayan (Santa Ana, Gonzaga, Claveria, Sanchez-Mira, Pamplona, Abulug, Ballesteros, Aparri, Buguey, Santa Teresita, Camalaniugan, Santa Praxedes) including Babuyan Islands;
  • the northern portion of Apayao (Calanasan, Luna, Santa Marcela); and
  • the northern portion of Ilocos Norte (Burgos, Bangui, Dumalneg, Pagudpud, Adams, Pasuquin, Vintar, Bacarra).

 

These areas will have typhoon-force winds in 12 hours ranging from 118 to 184 km/h, which may pose significant to severe threat to life and property.

TCWS No. 3 meanwhile was raised over the following areas:

  • Batanes;
  • the rest of Cagayan;
  • the rest of Apayao;
  • the northern portion of Kalinga (Rizal, Pinukpuk, Balbalan);
  • the northern portion of Abra (Tineg, Lagayan, Lacub, Danglas, Bangued, La Paz, San Juan, Dolores, Tayum, Lagangilang, Malibcong, Licuan-Baay, Peñarrubia, Pidigan, Langiden, San Quintin, Bucay, San Isidro, Sallapadan);
  • the rest of Ilocos Norte; and
  • the northern portion of Ilocos Sur (Magsingal, San Juan, Cabugao, Sinait, San Vicente, Santo Domingo, San Ildefonso, Bantay, Santa Catalina, City of Vigan, Caoayan, Santa, Nagbukel, Narvacan).

 

Areas under TCWS No. 3 will have storm-force winds in 18 hours ranging from 89 to 117 km/h which may lead to moderate to significant threat to life and property.

TCWS No. 2 was raised over:

  • Isabela;
  • the rest of Kalinga;
  • Mountain Province;
  • Ifugao;
  • Benguet;
  • the rest of Abra;
  • the rest of Ilocos Sur;
  • La Union; and
  • the northern and western portions of Pangasinan (Sison, San Jacinto, Pozorrubio, San Fabian, Dagupan City, Calasiao, Binmaley, Lingayen, Bugallon, Mabini, Labrador, Infanta, Dasol, Burgos, Agno, City of Alaminos, Sual, Anda, Bolinao, Bani, San Manuel, Binalonan, Laoac, Manaoag, Mangaldan, Mapandan, Santa Barbara, San Nicolas).

 

These areas under TCWS No. 2 may experience gale-force winds in 24 hour ranging from 62 to 88 km/h posing minor to moderate threat to life and property.

On the other hand, TCWS No. 1 is in effect over:

  • Aurora;
  • Quirino;
  • Nueva Vizcaya;
  • the rest of Pangasinan;
  • Nueva Ecija;
  • Tarlac;
  • Pampanga;
  • Bulacan;
  • Zambales;
  • Bataan;
  • Metro Manila;
  • Rizal;
  • Cavite;
  • Laguna;
  • the northern portion of Batangas (Talisay, City of Tanauan, Santo Tomas, Balete, Malvar, Lipa City);
  • the northern and central portion of Quezon (Pitogo, Calauag, Infanta, Lopez, Guinayangan, Unisan, Plaridel, Quezon, Alabat, Padre Burgos, Mauban, General Nakar, Perez, Agdangan, Gumaca, Atimonan, Real, Tagkawayan, Lucena City, Pagbilao, Lucban, Sampaloc, City of Tayabas, Dolores, Sariaya, Candelaria, Tiaong, San Antonio) including Polillo Islands;
  • Camarines Norte;
  • the northern portion of Camarines Sur (Siruma, Tinambac, Goa, Lagonoy, Caramoan, Cabusao, Sipocot, Garchitorena, Ragay, Del Gallego, Calabanga, Presentacion, Lupi); and
  • the northern portion of Catanduanes (Pandan, Bagamanoc, Panganiban, Viga, Caramoran).

 

Strong winds with speeds from 39 to 61 km/h will be experienced in 36 hours in areas under TCWS No. 1. PAGASA said there will be minimal to minor threat to life and property.

Location

Egay is wobbling over the waters near Fuga Island in Aparri, Cagayan, PAGASA said in its 8 a.m. bulletin.

At 7 a.m., Egay's center was estimated to be located over the coastal waters of Aparri.

Egay has maximum sustained winds of 175 km/h near the center, gustiness of up to 240 km/h, and central pressure of 935 hPa.

It is moving west southwestward at 15 km/h.

From Egay's center, strong to typhoon-force winds are extending outwards up to 700 km from the center.

Rainfall

PAGASA said the northwestern portion of Cagayan including Babuyan Islands, the northern portion of Apayao, Abra, Ilocos Norte, and Ilocos Sur may have more than 200 mm of rainfall on Wednesday.

Batanes, the northeastern and central portions of Cagayan, the rest of Apayao, the western portion of Kalinga, the western portion of Mountain Province, Benguet, and La Union meanwhile may have 100 to 200 mm of rainfall.

As for the rest of Cagayan, the rest of Kalinga, the rest of Mountain Province, the western portion of Ifugao, the western portion of Nueva Vizcaya, Pangasinan, and Zambales, these areas may have 50 to 100 mm of rainfall.

Elevated or mountainous areas may have higher amount of rainfall, PAGASA said.

"Under these conditions, flooding and rain-induced landslides are highly likely especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days," the weather bureau said.

Egay is also enhancing the Southwest Monsoon which will continue to bring occasional to monsoon rains over the western portions of Central Luzon, Southern Luzon, and Visayas in the next three days.

Winds

PAGASA said Babuyan Islands, the northwestern portion of mainland Cagayan, and the northern portions of Apayao and Ilocos Norte will still experience violent, life-threatening conditions in the next six hours due to Egay.

Gusty conditions will also be felt in the following areas not under TCWS, especially in coastal and upland/mountainous areas exposed to winds, due to Egay and the Southwest Monsoon:

  • Wednesday: Luzon and Visayas
  • Thursday: Luzon and Western Visayas
  • Friday: Batanes, Ilocos Region, Zambales, Bataan, Cavite, the southern portion of Quezon, MIMAROPA, Bicol Region, and Western Visayas

 

Storm surge

PAGASA said storm surge may occur and cause flooding in the low-lying and exposed coastal areas of Batanes, Cagayan including Babuyan Islands, Ilocos Norte, and portions of Isabela and Ilocos Sur.

The storm surge may be higher than 3 meters in most of the warning areas.

Coastal waters

A gale warning is in effect over several coastal waters along the seaboards of Luzon and Visayas due to the influence of Egay and the enhanced Southwest Monsoon (Habagat).

Rough to high or very high seas may occur in some areas, making sea travel risky for most vessels.

Meanwhile, coastal waters outside the gale warning area along the seaboards of Visayas and the northern and eastern seaboards of Mindanao will have moderate to rough seas in the next 24 hours due to Egay.

"Mariners of small seacrafts are advised to take precautionary measures when venturing over these waters. If inexperienced or operating ill-equipped vessels, avoid navigating in these conditions," PAGASA said.

Track, intensity

The weather bureau said Egay "may exhibit trochoidal or wobbling motion while in the vicinity of the Babuyan Islands" in the next six hours.

Thus, a landfall over northwestern Cagayan is not ruled out, PAGASA said.

Egay will then turn generally northwestward or north northwestward and pass over the waters south and southwest of Taiwan.

It is expected to exit the Philippine Area of Responsibility on Thursday morning.

From there, it will cross Taiwan Strait then on Friday morning will make landfall in the vicinity of Fujian, China.

Egay may weaken though not rapidly until it makes landfall over China, PAGASA said.

The weather bureau advised the public and disaster risk reduction and management offices concerned to take all necessary measures to protect life and property.

Classes

Classes for Wednesday, July 26 have been canceled in some parts of the country due to Egay. —KG, GMA Integrated News
