Signal No. 3 up over Catanduanes as Tisoy intensifies
Tropical Cyclone Wind Signal (TCWS) No. 3 has been raised over Catanduanes on Monday after Typhoon Tisoy (international name: Kammuri) slightly intensified as it continued to move westward, PAGASA said in its early morning forecast.
Catanduanes will feel the brunt of Tisoy's 121-170 kph-strong winds in 18 hours.
Tisoy is expected to make landfall over Catanduanes or Albay between Monday night or early Tuesday.
TCWS No. 2 meanwhile was hoisted over these areas:
- Eastern portion of Laguna (Pakil, Mabitac, Santa Maria, Famy, Siniloan, Pangil, Paete, Kalayaan, Lumban, Santa Cruz, Pagsanjan, Cavinti, Pila, Magdalena, Luisiana, Nagcarlan, Liliw, Majayjay, Rizal, and San Pablo City)
- eastern portion of Batangas (Padre Garcia, Rosario, Taysan, Lobo, and San Juan)
- Quezon including Polillo Islands
- Oriental Mindoro
- Marinduque
- Romblon
- Camarines Norte
- Camarines Sur
- Albay
- Sorsogon
- Masbate including Ticao and Burias Islands
- Northern Samar
- Eastern Samar
- Samar
- Biliran
Areas under TCWS No. 2 will experience winds of 61-120 kph in 24 hours.
TCWS No. 1 on the other hand is up over the following areas:

Areas under TCWS will have winds of 30-60 kph in 36 hours.
Rainfall
The Bicol Region, Eastern Visayas, Northern Cebu, Dinagat Islands and Siargao Island will have intermittent to occasional heavy rains until Monday afternoon.
From Monday afternoon to Tuesday noon, frequent to continuous heavy to intense rains will pour over the Bicol Region, southern Quezon and Marinduque. Meanwhile, Northern Samar, Romblon Mindoro Provinces and the rest of CALABARZON will have occasional heavy rains. Metro Manila, eastern portions of Cagayan and Isabela, and the rest of Eastern Visayas will have intermittent heavy rains.
From Tuesday afternoon to Wednesday noon, frequent to continuous heavy to intense rains are expected over Central Luzon, Metro Manila, CALABARZON, Bicol Region, Mindoro Provinces, Marinduque and Romblon. Meanwhile, the Cordillera Administrative Region, Cagayan Valley, Pangasinan, Aklan, Capiz and northern Antique will have intermittent to occasional heavy rains.
PAGASA advised residents living in the above-mentioned areas to take the necessary precautions especially if they are in areas prone to flooding and landslides.
Residents were also advised to coordinate with local disaster risk reduction and management offices and to continue monitoring weather updates.
Storm surge, sea travel
PAGASA said storm surge of 1 to 3 meters may occur in coastal areas in Quezon, Camarines Norte, Camarines Sur, Catanduanes, and Samar.
Coastal waters will be rough over the seaboards of areas under TCWS, the seaboards of Northern Luzon, the western seaboard of Palawan, central seaboards of Visayas, and the northern and eastern seaboards of Mindanao. Sea travel is risky and may be perilous for maritime activities especially for small sea craft.
Meanwhile, areas in Northern Luzon which are not under TCWS (especially in the coastal and mountainous zones) may have gusty conditions due to the Northeast Monsoon (Amihan).
Tisoy's eye
The eye or center of Tisoy was located at 4 a.m. at 355 km east of Virac, Catanduanes
Tisoy has maximum sustained winds of up to 150 kph near the center and gustiness of up to 185 kph.
The typhoon is moving west at 20 kph.
By Friday, Tisoy is expected to be outside the Philippine Area of Responsibility.
The next severe weather bulletin will be issued at 8 a.m.
Classes, flights
Classes were canceled in many areas in anticipation of Tisoy's effects.
