PAGASA: Typhoon Luis weakens; Signal 3 up over north Luzon areas
Typhoon Luis (international name Kalmaegi), which slammed into Luzon Sunday morning causing flooding and power outages, weakened slightly as it crossed the island, moving west-northwest at 30 kph, weather service PAGASA reported in an 11 p.m. Severe Weather Bulletin.

At 10 p.m., Luis was in the vicinity of Kabugao, Apayao province, with maximum sustained winds of 120 kph, which gust up to 150 kph.
Storm Signal Number 3 is up over:
- Cagayan, including the Babuyan and Calayan Group of Islands,
- Apayao,
- Ilocos Norte,
- Abra,
- Kalinga,
- Mt. Province, and
- Ilocos Sur.
Signal Number 2 is up over:
- the Batanes Group of Islands,
- Isabela,
- Ifugao,
- La Union,
- Benguet,
- Nueva Vizcaya, and
- Pangasinan.
Signal Number 1 is up over:
- Tarlac,
- Zambales,
- Pampanga,
- Bulacan,
- Nueva Ecija, Quirino,
- and Aurora.
Residents in low lying and mountainous areas under a storm signal are alerted against flashfloods and landslides.
Those living in coastal areas under signal 3 and 2 are also alerted against storm surges of up to 2 meters.
Fishing boats and other small sea craft are advised against sailing over the western seaboard of Central Luzon, and the seaboards of southern Luzon and the Visayas.
With Luis moving quickly, the typhoon was projected to be out of the Philippine area of responsibility by Monday morning. — DVM, GMA News
