Romulo Davide, plant pathology expert, named National Scientist
President Ferdinand ''Bongbong'' Marcos Jr. has declared Romulo Gelbolingo Davide, an expert in the field of nematology and plant pathology, as a national scientist.
Signed on August 2, 2024, Proclamation No. 643 stated that Davide was recognized for his work in the field of nematology and plant pathology, which resulted in the development of a biological control agent against nematodes.
This then provided Filipino farmers with an alternative to chemical nematicides.
He is the older brother of former Chief Justice Hilario G. Davide, Jr.
Meanwhile, Marcos also declared Carmencita David Padilla, MD as national scientist for her achievement in the fields of genetics through Proclamation No. 642.
Padilla was recognized for her work in the field of genetics that greatly contributed to the enactment of Republic Act (RA) No. 9288, or the Newborn Screening Act of 2004, and RA No. 10747, or the Rare Diseases Act of the Philippines.
Science and Technology Secretary Renato Solidum Jr. clarified to Palace reporters that Padilla was included in the list of National Scientist and was conferred on August 31, 2023 as can be seen in the statement and award citation given during the ceremony.
''After our request for a proclamation as a National Scientist for Dr. Davide, it was deemed that a proclamation for NS Padilla was also needed. Malacanang has issued one dated August 2, 2024,'' Solidum said.
The Proclamation cited that it has been a state policy under the 1987 Constitution to give priority to science and technology, citing its importance for national development.
It added that the State gives priority to research and development, invention, innovation, and their utilization.
The rank and title of national scientist was created under Presidential Decree (PD) No. 1003-A, dated December 16,1976. —LDF, GMA Integrated News
