State weather bureau PAGASA is monitoring an active tropical cyclone outside the Philippine Area of Responsibility.

As of 3 p.m. the tropical depression was located 1,915 kilometers east of extreme northern Luzon with maximum sustained winds at 45 km/h near the center, gustiness up to 55 km/h and moving north northwestward at 15 km/h, according to PAGASA’s 4 p.m. weather forecast.

Moreover, PAGASA said, a low pressure area (LPA) was spotted 1,200 km east of Central Luzon while the Southwest Monsoon or Habagat will be affecting the western sections of Central Luzon and southern Luzon in the next 24 hours.

Cloudy skies with scattered rain showers and thunderstorms will prevail over Zambales, Bataan, Occidental Mindoro, and Northern Palawan including Cuyo Islands due to the Habagat.

Affected residents were advised to prepare for possible flash floods or landslides due to moderate to at times heavy rains.

Metro Manila and the rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms.

Flash floods or landslides may occur during severe thunderstorms, the forecast said.

Further, the wind speed forecast for extreme Northern Luzon will be moderate to strong, while coastal water conditions will be moderate to rough, ranging from 1.2 meters to 2.8 meters.

Slight to moderate wind speeds will be experienced by the rest of the country, with slight to moderate coastal water conditions, ranging from 0.6 meters to 2.1 meters.  Mel Matthew Doctor/BM, GMA News
