Eleazar vows to eradicate ‘padrino’ policy in PNP recruitment
Newly installed Philippine National Police (PNP) chief Police Lieutenant General Guillermo Eleazar on Friday underscored that the "padrino" system had no place in the police organization.
In his assumption speech, Eleazar admitted that the system had become common practice in the PNP recruitment process.
However, eradicating the practice would allow the entry of more deserving and qualified applicants.
"Naging kalakaran na kasi na kung papasok ka ng PNP, kailangan may kilala ka, otherwise baka mai-slash ka or hindi mapili. Sa recruitment pa lang, nagkakaroon na ng korapsyon," Eleazar said.

"Para sa mga aplikante, hindi niyo na kailangang maghanap ng padrino at gumastos," he said. "Itinutuwid na po natin ang kultura ng palakasan at padrino system sa recruitment na nagsilbing hadlang para makapasok ang iba pang qualified na aplikante."

Under Eleazar's leadership, the PNP is set to enforce a QR code system in the recruitment process to get the best police officers for the organization.
"Sa QR Code or Quick Response Code, walang pangalan, walang mukha, only their qualifications would be the basis of their evaluation," Eleazar said.
