Investigator on ‘oral sex’ incident in PNPA: ‘Medyo nahiya tayo sa sitwasyon na ito’


The incident involving a Philippine National Police Academy (PNPA) upperclassman who forced two PNPA plebes to perform oral sex on each other is embarrassing, the official leading the probe said Friday.

Retired Deputy Director General Ricardo de Leon, president of the Philippine Public Safety College, conceded that they were caught off guard with the incident, considering that the PNPA students have always been reminded of proper decorum and consequences of committing abuse, including hazing.

The abusive behavior of the upperclassman was revealed by his two victims who were freshmen. The two victims said they were instructed to do oral sex as punishment for their violations, and there were two other upperclassmen who witnessed the sexual act.

“May mga nabago na tayo, lalo na because of the Anti-Hazing Law. There was even a covenant, signed since October 2, 2017, na inulit pa natin because of the amendments made to the Anti-Hazing law. Pinag-diinan natin na may wastong parusa [ang ganitong pang-aabuso], and they are aware that these are grave offenses that could get them dismissed,” De Leon said in an interview on GMA News' Unang Balita.

“Kaya nga...medyo nahiya nga tayo, [na] nagkaroon ng ganitong klaseng sitwasyon,” De Leon added.

He, however, assured the public that those responsible for the obscene and abusive act will be dealt with accordingly.

“Based on initial feedback of the fact-finding committee, na-isolate na itong isang upperclassman [na gumawa ng abuso] and two other witnesses are also in isolation,” De Leon said.

“I have announced that if there are such incidents [of abuse] or hazing, sinabi ko na magsumbong kayo. They are authorized to squeal, kaya tingin natin ma-rereduce natin 'yang posibilidad na ma-ostracize ang magsusumbong at mawawala na 'yang pang-aabuso,” he added.

PNPA Director and Chief Superintendent Joseph Andol has already been relieved from his post as a result of the incident. — Llanesca T. Panti/RSJ, GMA News
