BuCor not holding title for Bilibid compound, blocked road


The Bureau of Corrections (BuCor) on Wednesday admitted it does not have a land title yet  for the New Bilibid Prison compound in Muntinlupa City where it constructed a wall blocking the nearby Insular Prison road.

During a congressional hearing of the Committee on Justice, BuCor lawyer  Randy Serrano said that the process of transferring the title to the bureau is still ongoing.

“It is ongoing, not yet,” he said when asked if the title was already transferred to the name of the bureau.

The closure of the road due to a wall built by BuCor has adversely affected residents in the area. An official of the Department of Public Works and Highways (DPWH) also said it has disrupted their other projects.

Committee chairperson Leyte Representative Vicente Veloso III said the panel will terminate the inquiry and come up with a report.

“It is enough that the BuCor already admitted that while they plan to come up with the title, which is a proof of ownership, they do not have that title yet,” Veloso said.

“The title is still in the name of the Republic of the Philippines as represented by the DPWH,” he added.

Veloso asked BuCor to present a copy of the deed of sale specifying that it owns the Insular Prison Road.

“There were admissions given by BuCor relative to the question of ownership relative to the interpretation of the Section 6 of RA 10575 , and I went over as far as discussing the demolition of that fence, of that barrier because it constitutes public nuisance,” Veloso said.—LDF, GMA News
