Finance Dept.’s Rosalia de Leon is now Natl Treasurer


President Benigno Aquino III has appointed Finance Undersecretary Rosalia de Leon as Treasurer of the Philippines, succeeding Roberto Tan who is now an executive director of World Bank.
 
After De Leon concluded the successful sale of $750 million worth of 10-year global peso notes on Thursday, she took her oath of office before Finance Secretary Cesar Purisima, the Finance Department said in a statement Friday.
 
Assistant Secretary Maria Edita Tan, who has been with International Finance Group’s International Finance Operations since 1992, was designated as officer-in-charge of the department vacated by De Leon.
 
Since 2010, De Leon has served as undersecretary for the International Finance Group at the Finance Department, where she represented the department in multilateral and regional financial forums and cooperation.
 
She formulated government’s debt financing strategies, managed the risks of public sector debt, and executed liability management transactions covering the country’s foreign debt.
 
De Leon holds a degree in Master of Arts in Development Economics from Williams College Massachusetts and a Bachelor of Arts Degree in Economics from the University of the Philippines.
 
She served as advisor to the Philippine executive director at the Asian Development Bank. — Rouchelle Dinglasan/VS, GMA News
