Manila Flood Control Project now under ICC review


The Manila Flood Control Project is now undergoing a review by the Investment Coordination Committee (ICC) of the National Economic and Development Authority, the Public-Private Partnership (PPP) Center said Monday.

PPP Director III Jeffrey Manalo said three unsolicited proposals, including the Manila Bay Flood Control project, are now under reviewed by the committee.

“These are the ones that are undergoing evaluation of ICC. (They have secured) original proponent status and have been forwarded to the ICC,” Manalo told reporters in a briefing in Quezon City.

Classified as original proponent projects were the East-West Rail, Manila Bay Flood Control, Manila Bay Integrated Flood Control.

The Manila Bay Integrated Flood Control, Coastal Defense, and Expressway project was proposed by the Coastal Development Consortium of San Miguel Holdings Corp. and New San Jose Builders Inc.

The project will be implemented through an alternative PPP scheme using the build-gradual transfer (BGT) scheme for the City Flood Control and Coastal Defense components.

A separate build-operate-transfer (BOT) contract will be signed for the expressway component.

The project is estimated to cost P399.66 billion, covering a city flood barrier (P60.40 billion), an expressway (P40.36 billion), and coastal barrier (P237.02 billion). The figures have been rounded off and do not reflect the total project cost.

According to the indicative timeline of the Department of Public Works and Highways (DPWH), the concession agreement for the flood control project is to be signed by the third quarter of 2018. — VDS, GMA News
