Laguna expressway-dike project awarded in August


The Department of Public Works and Highways is scheduled to award the Laguna Lakeshore Expressway Dike Project in August.
 
Public Works Undersecretary Rafael Yabut said the public-private partnership project would cost P122.811 billion.

The expressway-dike project is seen to provide a "high standard highway cum dike" that will facilitate traffic flow and mitigate flooding in the western coastal communities along Laguna Lake, from Bicutan and Taguig through Calamba to Los Baños in Laguna.
 
A 47-kilometer expressway dike from Taguig to Los Baños and a 700-hectare reclamation in Taguig-Muntinlupa are the two components of the project.
Bidders are required to submit bid proposals on July 6, according to a project timeline posted on DWPH's website.
 
There are three qualified bidders for the PPP project:
 
- Trident Infrastructure and Development Corp. or Team Trident, composed of Aboitiz Equity Ventures Inc., Ayala Land Inc., Megaworld Corp., and SM Prime Holdings Inc. 
 
- San Miguel Holdings Corp.
 
- Alloy Pavi Hanshin LLEDP Consortium, composed of Alloy MTD Capital BHD, Prime Asset Ventures Inc., and Hanshin Engineering & Construction Company Ltd.
 
"The expressway is intended to relieve the heavily-traveled Bicutan–Calamba corridor," DPWH said in its website.
 
The project seeks to provide an alternate to the congested national highway from Calamba to Los Baños in Laguna.
 
It will be used to integrate a flood control system to protect the flood-prone areas located along the shore land of Laguna Lake, the agency noted. 
 
Among the economic benefits cited by DPWH are vehicle operating cost, savings in passenger time, reduction in flood damages, and increase in land productivity in existing communities due to flood protection.
 
Rainbow Consortium, who also submitted prequalification documents, was not qualified.
 
The group was disqualified "because of deficient and non-compliance of some prequalification documents," Yabut said.
 
Members of the consortium are Rainbow Holdings Inc., PT. Nusa Konstruksi Enjiniring, Tbk., The No.4 Metallurgical Construction Company of China, LTD. (4MCC), Sindongah General Construction Co., LTD. (SDAG), Korea Expressway Corp., Dong Myeong Engineering Consultants & Architecture (DMEC), Kunhwa Consulting & Engineering Co. Ltd, and Sta Lucia Land Inc. —NB, GMA News
