Cebu City eyes ordinance on having guards at ATMs
To protect users of automated teller machines (ATMs) against robbers, the Cebu City government is eyeing an ordinance seeking to require banks to have security guards keeping watch over the cash dispensers.
But the Bangko Sentral ng Pilipinas is not too keen on the proposal, which also seeks to penalize banks that do not hire guards for the ATMs, GMA Cebu's Nikko Sereno reported.
According to the proposed ordinance, security guards will be assigned to guard ATMs to deter criminals from preying on people using the machines.
Fines await banks that fail to do so.
However, BSP assistant governor Johnny Noe Ravalo said the move was impractical as it would involve costs for the banks involved.
Ravalo also said banks may either be forced to pass to customers the cost of hiring the guards, or stop using ATMs.
Instead, the BSP wants more proactive security measures among clients, such as reporting to police people acting suspiciously near ATMs. —Joel Locsin/NB, GMA News
