BCDA to offer 70 hectares of untapped land in Camp John Hay

The Bases Conversion and Development Authority (BCDA) is looking to hit P10 billion worth of investments following the takeover of Camp John Hay in Baguio City, as the agency plans to offer 70 hectares of untapped land in the area to the private sector.

According to the BCDA, the 70 hectares will be offered to the private sector under a joint venture scheme, along with plans to redevelop the Mile Hi Center to bring in retail and restaurant offerings into the ecozone.

“Big things are coming after our successful recovery of Camp John Hay. Here, we aim to replicate our successes in Bonifacio Global City and Clark by implementing infrastructure projects that will empower the local community and by bringing in high-impact investments that will enable us to contribute more to state coffers,” BCDA president and chief executive officer Joshua Bingcang said in a statement.

“To achieve this, we will determine areas that need improvement and explore new opportunities for development, all while ensuring the preservation of Baguio’s natural and cultural heritage,” he added.

The BCDA last week said it officially took control of Camp John Hay, following the Supreme Court decision ordering the Camp John Hay Development Corp. (CJH DevCo.) to vacate a portion of a special economic zone in the area.

The BCDA on Wednesday said forested areas and other open spaces will be conserved, while public infrastructure inside the camp will be enhanced by improving roads, jogging trails, and pedestrian lanes.

There are also plans to install solar street lights and establish a smart transport system.

In terms of businesses, the BCDA said it is reaching out to existing establishments inside the camp to negotiate terms for a fresh contract.

Among the new agreements made is with Landco Pacific Corp., which took over legacy hotels The Manor and Forest Lodge, along with the CAP-John Hay Trade and Cultural Center.

A consortium made up of Golfplus Management Inc. (GMI)—which operates driving ranges in Nuvali and Alviera—and DuckWorld sports management agency was also tasked to oversee the operations and maintenance of the Camp John Hay golf course.

The BCDA also inked a deal with Stern Real Estate and Development Corp., which operates Le Monet Hotel and the Filling Station, to continue the operations in the 2,000-square meter property.

The agency likewise signed a fresh 15-year residential lease contract with Metro Pacific Investment Corp. (MPIC) director Victorico “Ricky” Vargas for two Forest Cabin Units.

The BCDA is mandated to help strengthen the Armed Forces of the Philippines (AFP) while building cities. It also engaged in public-private partnerships to boost public infrastructure such as tollways, airports, seaports, and major real estate developments. — VBL, GMA Integrated News
