Although the building is still bare, House Deputy Secretary-General Edgardo Pangilinan said the House Legislative Library, Archives and Museum Building will soon feature modern information and communications technology equipment.
Pangilinan said the facility would offer e-library services that are needed for legislation and will maintain a specialized collection of information resources such as e-books, journals, and other online information resources on legislation, legislatures and other related matters.

The House Legislative Library, Archives and Museum Building will also serve as the center for the digitized archival collection of the House, which includes legislative documents and other artifacts from the time the First National Assembly was established in 1907 up to the present.
A mural depicting the history of the House of Representatives and created by Filipino artists commissioned by the National Commission for Culture and the Arts (NCCA) will be featured at the lobby.
The legislative museum, which will be located on the third floor of the three-storey building, will feature legislative artifacts detailing the Philippine legislature’s 100-year history, as well as memorabilia about the Speakers of the House of Representatives.
Outside the building, visitors will see the Congressional Wall of Honor featuring the complete roster of the Members of the House of Representatives from 1907 to 2016.

It was during Belmonte’s term that construction of the building was completed although the idea for a congressional library was conceived in the 14th Congress under the Arroyo administration. — BM, GMA News
