Sa reorganisasyon ng National Security Council (NSC), inalis ni Pangulong Ferdinand ''Bongbong'' Marcos Jr. bilang miyembro ang bise presidente at mga dating pangulo ng bansa.
Sa pagpirma niya sa Executive Order No. 81, sinabi ni Marcos na kinakailangang gawin ang naturang pagbabago upang masiguro na mananatiling matatag ang NSC bilang isang national security institution, na kayang mag-adapt sa mga nagbabagong hamon at oportunidad, sa loob at labas ng bansa.
Kasabay umano ang pagtiyak na gagawin ng miyembro ng NSC ang, “uphold and protect national security and sovereignty, thereby fostering an environment conducive to effective governance and stability.”
Sa ilalim ng bagong direktiba ni Marcos, magiging miyembro ng NSC ang mga sumusunod:
- President as chairperson;
- Senate President;
- Speaker of the House of Representatives;
- Senate President Pro-Tempore;
- Three Deputy Speakers to be designated by the Speaker;
- Majority Floor Leader of the Senate;
- Majority Floor Leader of the House;
- Minority Floor Leader of the Senate;
- Minority Floor Leader of the House;
- Chairperson, Senate Committee on Foreign Relations;
- Chairperson, Senate Committee on National Defense and Security, Peace, Unification and Reconciliation;
- Chairperson, Senate Committee on Public Order and Dangerous Drugs;
- Chairperson, House Committee on Foreign Affairs;
- Chairperson, House Committee on National Defense and Security;
- Chairperson, House Committee on Public Order and Safety;
- Executive Secretary;
- National Security Adviser;
- Secretary, Department of Foreign Affairs;
- Secretary, Department of Justice;
- Secretary, Department of National Defense;
- Secretary, Department of the Interior and Local Government;
- Secretary, Department of Labor and Employment;
- Chief Presidential Legal Counsel;
- Secretary, Presidential Communications Office;
- Head, Presidential Legislative Liaison Office; and
- Such other government officials and private citizens as the President may appoint or designate from time to time.
Samantala, bubuuin naman ang executive committee ng mga sumusunod:
- President as chairperson;
- Executive Secretary;
- Senate President or his representative;
- Speaker of the House of Representatives or his representative;
- National Security Adviser;
- Secretary, Department of Foreign Affairs;
- Secretary, Department of Justice;
- Secretary, Department of National Defense;
- Secretary, Department of the Interior and Local Government; and
- Such other members or advisers as the President may designate from time to time.
Ayon sa Presidential Communications Office, nabuo ang NSC sa pamamagitan ng Executive Order No. 330 noong July 1, 1950.
Noong December 24, 1986, naglabas ng Executive Order No. 115 para sa reorganisas ng NSC at tinukoy ang mga miyembro, tungkulin, at awtoridad nito.
Nakasama sa mga miyembro ng NSC ang bise presidente sa pamamagitan ng EO No. 34, na inilabas ng noo'y pangulo na si Gloria Macapagal-Arroyo.
Sa pagkakaalis ngayon ng bise presidente sa NSC, ipinaliwanag ni Executive Secretary Lucas Bersamin sa isang pahayag na sa ngayon, "Vice President is not considered relevant to the responsibilities of membership in the NSC.''
Idinipensa rin ni Bersamin ang kapangyarihan ng Pangulo na mag-alis at magdagdag ng miyembro sa NSC.
''Nonetheless, when the need arises, the EO reserves to the President the power to add members or advisers,'' dagdag niya.
Matatandaan na inihayag noon ng NSC na itinuturing na seryoso ang ano mang banta sa pangulo, at usapin ng national security, makaraang sabihin ni Vice President Sara Duterte na may kinausap na siya para patayin si Marcos, ang First Lady na si Liza, at si Speaker Ferdinand Martin Romualdez, kung may masamang mangyayari sa kaniya.
Kinuwestiyon ni Duterte ang naturang pahayag ng NSC bilang miyembro ng NSC, at sinabing hindi siya inimbitahan sa pulong nito, na ayon kay NSC Adviser Eduardo Año, "is closely coordinating with law enforcement and intelligence agencies to investigate the nature of the threat, the possible perpetrators, and their motives.”
Nilinaw kinalaunan ni Duterte na hindi pagbabanta ang kaniyang naging pahayag tungkol sa First Couple at kay Romualdez. Sa halip, nais lang niyang ipaalam ang tungkol sa banta umano sa kaniyang buhay.
