Inilipat na sa totoong kulungan na Correctional Institution for Women (CIW) sa Mandaluyong City mula sa Kamara de Representantes si Cassandra Ong.

Kinumpirma ito ni House Secretary General Reginald Velasco sa GMA News Online sa Viber message nitong Huwebes.

“Yesterday po nalipat si Miss Cassandra Ong sa Correctional from the House of Representatives [detention],” ani Velasco.

Una rito, idinetine sa Kamara si Ong, ang umano'y kinatawan ng Philippine Offshore Gaming Operator (POGO) na Lucky South 99, matapos siyang i-cite in contempt noong September 19 ng House Quad Committee, na nagsisiyasat sa mga krimeng may kaugnayan sa POGO, dahil sa pagsisinungaling tungkol sa kaniyang school record.

Nauna nang itinanggi ng 24-anyos na si Ong na sangkot siya sa mga ilegal na aktibidad ng POGO. Aniya, may-ari siya ng 58% ng Whirlwind Corporation, ang kompanya na may-ari ng lupa at ipinapaupa ang bahagi nito sa Lucky South 99.

Sa mga naunang pagdinig, tumanggi si Ong na sabihin kung magkano ang kinikita niya sa Whirlwind Corporation at kung nagsusumite siya ng income tax returns.

Binatikos naman ng abogado ni Ong na si Atty. Ferdinand Topacio, ang paglilipat ng kaniyang kliyente sa naturang piitan para sa mga kababaihan sa Mandaluyong.

"We view with much concern the precipitate transfer of Ms. Cassandra Li Ong by the House QuadCom.There are serious legal questions as to whether or not the Legislature can order the commitment of Ms. Ong in a facility run by the Executive Branch for a particular purpose,” saad ni Topacio sa pahayag.

Iginiit ni Topacio na ginagamit lang ni Ong ang Constitutional rights nito sa hindi pagsagot sa ilang katanungan ng mga mambabatas.

“We are alarmed by pressure being brought to bear by the QuadCom to have Ms. Ong mingled with convicted prisoners in the CIW, in violation of certain laws, specifically the Constitutional presumption of innocence,the prohibition against cruel and unusual punishment, and the freedom from arbitrary imprisonment contained in the Universal Declaration of Human Rights, as well as the proscription against the commingling of persons not yet found guilty with those already convicted, as found in Article 10 of the International Convention on Civil and Political Rights,” ayon kay Topacio.

Nauna nang sinabi ni Topacio na mas nanaisin ni Ong na makulong sa CIW kaysa hiyain sa pagdinig.

Inihayag naman sa joint statement ng Quad Committee, na legal at nararapat ang paglilipat kay Ong sa CIW.

"Ms. Ong's transfer to the Correctional Institute for Women is part of the legal process, and her well-being is a priority. The authorities have made sure that her transfer was conducted safely and with respect for her rights," ayon sa pahayag.

"Her counsel’s statements have no basis. Legislative inquiries are designed to seek the truth and uphold justice, not to manipulate the outcome," dagdag niya.

Sa text message sa GMA News Online, ipinaalala ni Surigao del Norte Rep. Robert Ace Barbers, over-all chairman ng Quad Comm, na sina Topacio at Ong ang nagsabi na,  "they’d rather be jailed in prison than in Congress.”—mula sa ulat ni Llanesca T. Panti/FRJ, GMA Integrated News
